NJ DOH, Office of Minority and Multicultural Health – “Specific Population Community Grant” Opportunity
The New Jersey Department of Health, Office of Minority and Multicultural Health has launched the Specific Population Community Grant with the goal to support efforts aimed at reducing health disparities among the six identified populations across New Jersey (White/Non-Hispanic, Hispanic/Latino, Black or African American, Asian, Native American or Alaskan Native, and Other/Individuals from other racial or ethnic backgrounds). Four grantees will be awarded, each one focusing on one of six specific populations and being responsible for providing tailored health navigation services, conducting outreach and education, and effectively managing program activities. Successful implementation of the program will rely on a dedicated team, with key staff members working closely with the community to ensure comprehensive support, identify needs, and address barriers to access.

National Family Caregivers Month 2025
November is National Family Caregivers Month in the United States and runs all month long. It’s observed to call attention to the hard work of more than 50 million family caregivers across the country. Family caregivers provide care and assistance to a family member with limitations due to illness, injury or disability. The care recipient may have physical or developmental disabilities, or any situation (permanent or temporary) that means they need some level of assistance with daily living activities and other aspects of life. The Caregiver Action Network (the National Family Caregivers Association) began promoting national recognition of family caregivers in 1994, and later President Bill Clinton signed the 1997 National Family Caregivers Week Presidential Proclamation. Since November is also a month to give thanks, let’s all show our appreciation and gratitude for our family caregivers throughout the month and beyond. Wednesday, November 19th – Ticket to Work for America’s Veterans
Join Ticket to Work for a FREE webinar from 3:00 p.m. – 4:30 p.m. Social Security’s Ticket to Work (Ticket) Program recognizes that military veterans have valuable experience and skills to offer employers. For veterans receiving Social Security Disability Insurance (SSDI) benefits or Supplemental Security Income (SSI) payments, the Ticket Program offers help to identify transferable skills, prepare for and find job opportunities, and transition to the civilian workplace.

Governor Murphy Declares State of Emergency Due to Federal Suspension of SNAP Benefits
Murphy Administration Moves Swiftly to Protect 800,000 Residents Left Without Food Assistance as Trump Administration Fails to Act
On Friday, October 31st, Governor Phil Murphy declared that New Jersey will enter a State of Emergency effective at 12:00 a.m. on November 1, 2025 due to the suspension of federal Supplemental Nutrition Assistance Program (SNAP) benefits by the Trump Administration. Executive Order No. 402 also establishes a coordinated statewide response to ensure food access for vulnerable residents by empowering state agencies to take emergency actions to protect public health and welfare. While new federal funds will not be made available on November 1, 2025, SNAP recipients will be able to access any funds in their account that have carried over from October 2025 or previous months. SNAP recipients who routinely receive a State benefit will continue to receive that limited amount. SNAP recipients are encouraged to check their balances online here.
All children in families receiving benefits from NJ SNAP are automatically eligible to receive free school meals and are encouraged to take advantage of this resource. Families enrolled in SNAP do not need to fill out a school meals application. They simply need to go to the school cafeteria for lunch and/or breakfast as usual. Students who do not currently receive free school meals should contact their school district to complete an application. More information about this program, which can be accessed here.
The Governor encourages New Jerseyans to visit nj211.org for statewide emergency resources. This situation continues to change, so SNAP food assistance recipients should check their accounts at NJFamiliesFirst.com; call 800-997-3333; and visit njsnap.gov for updates on the status of their SNAP benefits. A number of pantries offer fresh produce in addition to stable, non-perishable foods, shopping appointments, and information about additional services. Residents are encouraged to locate food pantries and community kitchens via NJ 211 here.

NJ 211 is a trusted resource for connecting individuals and families with vital community services. Tuesday, November 18th – When the Brain Changes: Understanding Behavior after an Injury
Join BIANJ for a FREE webinar from 12:00 p.m. – 1:00 p.m. Understanding changes in behavior, emotion, and personality after brain injury is essential to promoting recovery and improving quality of life. This session will examine the factors that contribute to these changes and highlight how they influence an individual’s ability to adapt and reintegrate after injury. Final Deadline for All Cohort 5 Participants to Enroll with Acumen is Friday, November 7, Final Deadline for Support Coordinators to Approve Revised Plans is November 14

Cohort 5 participants (participants with one or more active self-directed employees through PPL) who have not yet initiated their Acumen enrollment must do so immediately and no later than November 7, which is the final deadline for transition enrollment.

Support Coordinators who have service plans with one or more self-directed employees (SDEs) through PPL must revise and have those plans approved by November 14.

For all transitioning participants and SDE services, the final Acumen Go-Live date (Acumen service start date) is December 7. Billable rate notifications with the 12/7 start date have started going out and will continue to be sent to Support Coordinators through November 12 for participants whose employer of record and employee(s) have completed their enrollment.

Update on Overtime Pay for SDEs in the VF/EA Model
Effective immediately, and retroactively to the first payroll period of the transition to Acumen, the Live-In Exemption from Premium Overtime Pay is discontinued for all self-directed employees (SDE) in the Vendor Fiscal/Employer Agent (VF/EA) Model of Self-Directed Services. This means, regardless of an SDE’s live-in status or their relationship to the individual receiving services, they will be paid time-and-one-half (“premium pay”) for all hours worked over 40.

State Law Enforcement Leaders Continue Support for Initiative
Autism New Jersey has enjoyed a collaborative partnership with New Jersey Attorney General Matt Platkin and First Assistant Lyndsay Ruotolo in their efforts at improving safety considerations for persons with autism/IDD. They have received unwavering support from the Attorney General for their many initiatives designed to address the needs of the autism community. This support is highlighted in General Platkin’s recent recorded remarks linked below. The Law Enforcement Initiative has also received steadfast support from the County Prosecutors’ Association of New Jersey in its efforts at increasing statewide adoption of autism-friendly practices to ensure safe and positive interactions between law enforcement, the autism community and their families. Through the power of connection, the organization has established incredible working relationships with law enforcement leadership throughout the state that will benefit the very community we endeavor to support. New Resource about Self-Direction & Supports Brokerage
In New Jersey, people can self-direct all or some of the Home and Community Based Services, made available through the Division of Developmental Disabilities (DDD) Supports Program or Community Care Program. Supports Brokers can help people who choose to self-direct to coordinate and maintain their self-directed services. Monday, November 10th – Assistance Animals: Navigating the Rights of People with Disabilities
Join the New Jersey Division on Civil Rights for a FREE webinar from 9:30 a.m. – 11:00 a.m. In New Jersey, housing providers, employers, and places of public accommodation are required to modify or make exceptions to their policies governing animals in order to accommodate people with disabilities. Governor Murphy, Senate President Scutari, and Assembly Speaker Coughlin Announce Accelerated Delivery of $42.5 Million in Food and Hunger Grants
The Trump Administration’s failure to fund the Supplemental Nutrition Assistance Program (SNAP) as the federal government shutdown continues into November will leave hundreds of thousands of New Jerseyans without the resources necessary to put food on the table. As the shutdown enters its 30th day, Governor Phil Murphy, Senate President Nick Scutari, and Assembly Speaker Craig Coughlin today announced that the State is accelerating the delivery of food and hunger grants to Emergency Food Organizations (EFOs), or food banks, ahead of the expected halt in SNAP benefits, as outlined in the Fiscal Year 2026 Budget.
The following food and hunger grants have been expedited to support food banks as communities across the state brace for the loss of crucial safety net benefits:
- Community Food Bank of New Jersey – $22,525,000
- Food Bank of South Jersey – $6,375,000
- Fulfill Monmouth & Ocean – $6,375,000
- Mercer Street Friends Food Bank – $4,675,000
- Norwescap – $1,275,000
- Southern Regional Food Distribution Center – $1,275,00
- Total – $42,500,000

Two New Apps Will Assist Visually Impaired Customers and Those Who Communicate Using American Sign Language NJ TRANSIT LAUNCHES PILOT UTILIZING TECHNOLOGY TO IMPROVE ACCESSIBILITY
NJ TRANSIT continues to improve navigation and accessibility throughout its system by piloting two new apps that will help empower customers with disabilities. Through a collaboration between NJ TRANSIT and the Transit Tech Lab, a program administered by the Partnership Fund for New York City, customers will now have access to GoodMaps at Hoboken Terminal, which provides innovative indoor navigation assistance through the facility, and Convo at Newark Penn Station Customer Service and Ticket Offices that provides on-demand American Sign Language (ASL) interpreting. Traumatic Brain Injury State Action Plan Conference
On Wednesday, October 15th, The Division of Disability Services (DDS) hosted New Jersey’s first Traumatic Brain Injury State Action Plan Conference. Great appreciate goes out to the Traumatic Brain Injury Fund team, consisting of DDS Assistant Director, Adam Neary, TBI Fund Administrator, Dr. Margaret Lumia, Sakina Ladha (MD, MPH), and Sophie Wilkinson, who were all very instrumental in organizing and planning the event. In attendance were DDS staffers, Information & Referral Services representatives, and Advisory Council & Survivor Board members that made the day even more so successful. Everyone at the conference provided a robust conversation including various helpful suggestions and guidance, important feedback, and lived in experience in the shared goal of creating stronger programs and initiatives to ensure that the services delivered are truly serving those living with a traumatic brain injury in our state. Birding without Barriers: Bird Song Basics
The Pinelands Adventures has upcoming Inclusive Nature Programs on Friday, October 10th and Friday, October 24th. These programs are geared towards individuals with mobility and visual disabilities and is focused on teaching individuals the basics for beginner birders and how to identify bird species based on their songs and calls. The group will listen in on the various bird sounds and calls local to the Burlington County area. This program is an indoor/outdoor event. The indoor presentation will last about an hour and will be followed by an outdoor session in the Bishop Farmstead meadow trail and garden where there will be a slow hike to listen for bird songs and bird sounds. The cost for the event is $10 per Trekker (Ages 8 and older).

Governor Murphy Announces More Than $130 Million in Opioid Settlement Funding to Expand Harm Reduction and Support Families Affected by Substance Use
Demonstrating New Jersey’s continued commitment to stemming the opioid epidemic and supporting communities across the state, Governor Phil Murphy announced on September 17th, an investment of $130.7 million in opioid settlement funds to dramatically expand harm reduction services and launch a new wave of community-based support initiatives for families impacted by substance use.
The new allocation builds on New Jersey’s comprehensive strategy to save lives and promote recovery for those affected by addiction. Funding will support:
- $118.7 million over five and a half years for the continuation and expansion of Harm Reduction Centers, and
- $12 million over three years in direct grants to family and community support organizations
This initiative will fund a range of community-driven activities such as bereavement groups, prevention programs, and harm reduction support services, with capacity-building grants ranging from $100,000 to $150,000. This is a first-of-its-kind investment by the State in hyper-local, small opioid response-related organizations. New Jersey, along with eligible counties and municipalities, will receive more than $1 billion in settlement funds over the next two decades. The newly allocated funding builds on more than $130 million in opioid settlement spending announced last year and earlier this month.

NEW RESOURCE! Selecting a Service Provider: Making Choices, Becoming Empowered
The Boggs Center on Disability and Human Development at Rutgers has created a new resource for people receiving services through New Jersey’s Division of Developmental Disabilities (DDD). These individuals can choose the service provider that best meets their needs. This guide offers people with disabilities and their families ideas that can help them select a provider that will support them to live the lives they want. Preparation of this document was supported by the NJ Department of Human Services and Division of Developmental Disabilities. Limited quantities are available in hard copy format through the Publications Order Form.

Tuesday, October 14th – Disability Disclosure and the Interactive Process Join the ADANN for a FREE webinar from 1:00 p.m. – 2:15 p.m. Can an employer ask a job applicant or employee if they have a disability? “How do I best support a job seeker/employee in making the best choice for them when it comes to disclosing a disability?” What does the ADA mean by “the interactive process”? A job application invites applicants to “self-identify” as having a disability—what does this mean? This session will not only review what the ADA says about disability disclosure in the workplace, but also the very real human impact of disclosure. Falls Prevention Week in NJ: September 21-27
Falls Prevention Week in NJ is this whole week, and our partners at Brain Injury Alliance New Jersey (BIANJ) have a page on their website dedicated to fall prevention education: Fall Prevention Education – The Brain Injury Alliance of New Jersey. BIANJ’s mission is to promote safety, raise awareness, and prevent brain injuries. Falls can happen to anyone at any time. Certain populations are at higher risk for falls including children, people with disabilities, and older adults. Some industries and workplaces also face higher risks of falls.

National Service Dog Month
September is also the designated month to celebrate the incredible impact service dogs have on the lives of individuals with disabilities. This observance aims to raise awareness about the important roles these dogs play, honor the trainers and volunteers who support them, and educate the community about the benefits of service dogs. National Concussion Awareness Day: September 19
National Concussion Awareness Day is observed on September 19th. A concussion is often referred to as a mild traumatic brain injury (mTBI) caused by a bump, blow, or jolt to the head or by a hit to the body that causes the head and brain to move rapidly back and forth. Today aims to raise awareness about concussions, their symptoms, and the importance of recognizing and treating them promptly. It encourages individuals, especially those in sports and educational settings, to recognize the signs of a concussion and support all those affected by brain injuries.

NEW WEBINAR! Understanding EVV and Service Documentation: Guidance for Individuals, Employers, and Self-Directed Employees
On Wednesday, September 17, DDD and Acumen will present, Understanding EVV and Service Documentation: Guidance for Individuals, Employers, and Self-Directed Employees, an overview of Electronic Visit Verification (EVV) and service documentation and how employees and employers can manage these requirements in Acumen’s DCI EVV mobile app or web portal. While anyone may attend, this webinar is intended for individuals/families, employers, and self-directed employees (SDE) currently transitioning from PPL to Acumen as well as those who expect to enroll as new participants in the Vendor Fiscal/Employer Agent SDE Model through Acumen.

We expect to add more webinar dates; however, Acumen has both upcoming live and pre-recorded SDE trainings on the Training Materials page of the Acumen-NJ website.
PLEASE NOTE: while some SDEs may be exempt from EVV based on documentation of live-in status, service documentation is a requirement for every SDE, regardless of relationship to the individual or place of residence. There are no exemptions to the service documentation requirement and SDE time entries that are missing service documentation will not be moved forward for payment until they are corrected.

State Health Department Issues Executive Directive, Standing Order to Ensure Access to COVID-19 Vaccines in New Jersey
On Tuesday, September 9th, The New Jersey Department of Health (NJDOH) issued Executive Directive No. 25-003, allowing anyone six months of age and older to receive a COVID-19 vaccine for the 2025-2026 respiratory illness season. The Department also issued a Standing Order authorizing pharmacists in New Jersey to administer COVID-19 immunizations without a prescription. Together, these actions remove barriers to ensure that all individuals who wish to receive a COVID-19 vaccine are able to do so in the State. The actions come in time for respiratory virus season and amid increases in reported COVID-19 cases across the nation, particularly in the West and in the South. They also come after the U.S. Food and Drug Administration (FDA) recently rescinded its Emergency Use Authorization for the COVID-19 vaccines and limited who can receive them. The new vaccines are expected to be available in some locations in New Jersey now and statewide in the coming weeks.

New Jerseyans can expect vaccines to be available from sites like primary care providers, chain pharmacies, Federally Qualified Health Centers, and other health care institutions. Governor Murphy Signs Legislation Establishing the Department of Veterans Affairs
On Thursday, September 11th, Governor Murphy signed legislation that would establish a new cabinet-level Department of Veterans Affairs in New Jersey, reorganizing the existing Department of Military and Veterans Affairs (DMAVA). Currently, the Department of Military and Veterans Affairs manages both military operations and veterans’ services. Under this bill, the newly established Department of Veterans Affairs will exclusively focus on veteran-related matters, such as delivering housing, health care, mental health services, and benefits for veterans and their families. Military functions will continue at the current department, which will be renamed the Department of Military Affairs. The law takes effect 120 days after enactment, allowing for anticipatory administrative actions, and maintains existing veterans’ services without creating new programs or appropriations. DCR Launches 2025-2026 Youth Ambassador Program
DCR invites high school students with a passion for civil rights to apply to the 2025-2026 Youth Ambassador Program. This 10-month program empowers the next generation to work to eliminate bias and discrimination in their communities. DCR offers Youth Ambassadors mentorship, education, and leadership opportunities to encourage students to act as community change agents through education on the Law Against Discrimination. Participants will attend youth ambassador bi-monthly Monday evening meetings that will be tailored to participants’ civil rights-related interests.

This month is dedicated to raising awareness about muscular dystrophy, or “MD.” MD, which is considered a physical disability, refers to a group of more than 30 genetic conditions that lead to muscle weakness and loss of muscle mass over time. These disorders are caused by changes in genes responsible for producing proteins that are essential for healthy muscle function. There are various types of medicines and treatments that can help manage the symptoms and slow down the course of MD. New Jersey Theatre Alliance: Career Accelerator Fellow Applications Now Open
The New Jersey Theatre Alliance is announcing the return of their Career Accelerator Program. This program will support three New Jersey-based Career Accelerator Fellows over a six-month period from January 2026 to June 2026. This program is specifically designed to accelerate the careers of emerging theatre professionals from underrepresented communities in the New Jersey arts sector. Their team believes the staff and leadership of arts and culture organizations should reflect the diverse populations that they serve. Applicants from historically underrepresented backgrounds (e.g., indigenous, transgender, non-binary, disabled, and/or people of color) are strongly encouraged to apply. Governor Murphy Announces Additional $10.85 Million in Opioid Settlement Funding to Extend Recovery & Prevention
On September 2nd, Governor Phil Murphy announced the allocation of $10.85 million from New Jersey’s Opioid Recovery and Remediation Fund to support ongoing efforts to address the opioid crisis, including recovery and overdose prevention services that meet people where they are and promote long-term recovery. The announcement comes on the heels of International Overdose Awareness Day, which is observed globally on August 31 to honor those lost and amplify efforts to end overdose. September is annually observed as National Recovery Month. The State of New Jersey, along with eligible counties and municipalities, will receive more than $1 billion in settlement funds over the next two decades. The newly allocated funding builds on over $120 million in opioid settlement spending announced last year.

New Laws Protect Individuals Seeking Substance Use Treatment
Acting Governor Way signed two bills protecting individuals seeking addiction treatment from being misled, exploited, or referred for profit. These measures strengthen accountability within the substance use treatment industry, supporting patients in making informed choices and ensuring that care decisions are driven by clinical need rather than financial gain.
“It is important to protect individuals dealing with addiction,” Acting Governor Way said. “We must ensure proper treatment without exploitation by holding providers accountable and implementing strong safeguards. Too often, vulnerable people are targeted by those who prioritize profit over care, which is unacceptable.”
The first new law (A3973/S3952) revises the law on patient referrals to substance use disorder treatment facilities, recovery residences, and clinical laboratories, reclassifying patient brokering from a fourth-degree to a third-degree crime. The second new law (A3974/S3955) prohibits the use of deceptive marketing practices by addiction treatment providers.
“These bill signings represent a major step forward in protecting individuals and families seeking help for substance use disorders,” Commissioner Sarah Adelman said. “By strengthening oversight and eliminating deceptive marketing practices, we are ensuring that New Jersey residents can access care that is ethical, transparent, and effective. These laws reflect our unwavering commitment to supporting recovery with dignity and integrity, while holding providers to the highest standards of accountability.”

New Jersey Human Services Awards Additional Grants to Improve Access to County Services for Deaf and Hard of Hearing Individuals
Commissioner Sarah Adelman announced that New Jersey Department of Human Services has awarded nearly $350,000 in grants among five counties to improve communication and language access to county services for individuals who are deaf and hard of hearing.
“We are excited to award this grant funding to our county partners and look forward to seeing the meaningful changes they will implement to better serve deaf, hard of hearing, and deaf-blind residents,” Commissioner Adelman said. “Ensuring public spaces and services are accessible goes beyond infrastructure; it’s about making sure everyone has the opportunity to connect and participate in their communities. Through collaborative efforts such as this, we can keep building a New Jersey where all communities are inclusive.”
“Through this funding, we are supporting vital tools such as hearing loops, ASL interpretation, captioning, and translated resources to be in key county settings such as libraries and social service offices. We are helping remove barriers that limit access to vital information and services for individuals who are deaf, hard of hearing, or deaf-blind,” Deputy Commissioner for Aging and Disability Services Kaylee McGuire said. “We commend the counties that are leading these projects and look forward to continuing to build a more inclusive New Jersey for all.”

New Jersey Human Services Honors Blind and Visually Impaired Individuals at Trenton Thunder Game
Celebrating the accomplishments of individuals who are blind, deafblind, and visually impaired, Human Services’ Commission for the Blind and Visually Impaired (CBVI) announced college scholarships for four blind, deafblind, or visually impaired students and recognized other blind and visually impaired students for their academic achievements.
Some of the honorees were celebrated during a recent Trenton Thunder game during Blind and Visually Impaired Awareness Night.
“For over two decades, CBVI has celebrated the talents and achievements of individuals who are blind, deafblind, and visually impaired,” said Human Services Commissioner Sarah Adelman. “We are proud to award scholarships to such deserving students and to honor the accomplishments of trailblazers in this community during a special Trenton Thunder game. We look forward to seeing how they’ll continue to lead, inspire, and shape the future.”
“Education should be within reach for everyone, and these scholarships help ease some of the financial burden of pursuing higher education,” said Deputy Commissioner for Aging and Disability Services Kaylee McGuire. “These scholarships not only provide financial aid but also celebrate the outstanding talents of these students. Tuesday, September 9th – ADA Overview: A Focus on Title I
Join the ADANN for a FREE webinar from 1:00 p.m. – 2:15 p.m. EST. Presenter, Jeffrey Tamburo, Training and Content Development Specialist, Northeast ADA Center, will present a broad overview of Title I of the ADA, and the employment provisions. Title I of the Americans with Disabilities Act (ADA) prohibits discrimination against qualified individuals with disabilities in various employment aspects, including hiring, firing, promotions, and compensation. It requires employers with 15 or more employees to provide reasonable accommodations to qualified candidates and employees with disabilities. This section aims to ensure equal employment opportunities for individuals with disabilities.The presentation will last approximately 60 minutes followed by an additional fifteen minutes of Q&A time. Stronger IEP Rights for Parents What the New Law Means
On July 22nd, 2025, Governor Phil Murphy signed legislation intended to improve transparency in the Individualized Education Program (IEP) process. The law requires certain information to be provided to parents or guardians at least 2 business days prior to the annual IEP team meeting and establishes the IEP Improvement Working Group in the Department of Education (DOE). At least 2 business days prior to the annual team meeting concerning the review of an IEP for a special education student, public schools must give the student’s parent or guardian a written statement of items to be discussed at the meeting. Along with this, the DOE will be required to create the IEP Improvement Working Group, which will give recommendations to the DOE regarding methods to improve the development and implementation of IEPs and to ensure parental involvement in the process. This statement must include:
- The student’s current levels of academic and functional performance
- A list of the names of any required IEP team members who are seeking excusal from participation in the IEP team meeting, along with that person’s input about the programs and services for which they are responsible
- An invitation for the parent or guardian to provide input and feedback as to the programs and services proposed in the student’s IEP

Join the NJ Division of Civil Rights for a FREE webinar from 9:30 a.m. – 11:30 a.m. All New Jersey residents and those seeking housing have the right to an experience that is free from discrimination. This training will provide an overview of the New Jersey Law Against Discrimination (LAD) and review housing protections under the LAD. Through case studies and other interactive exercises, participants will examine topics including source of lawful income discrimination, steering, sexual harassment, reasonable accommodations, and service and support animals.

New Jersey Human Services Awards Additional Grants to Improve Access to County Services for Deaf and Hard of Hearing Individuals
On, Thursday, July 31st, Commissioner Sarah Adelman announced that New Jersey Department of Human Services has awarded nearly $350,000 in grants among five counties to improve communication and language access to county services for individuals who are deaf and hard of hearing. The program is supported by Human Services’ Division of the Deaf and Hard of Hearing (DDHH). This is the third round of grant funding to improve communication and language access to county services for deaf and hard of hearing residents. In April of 2022 Human Services awarded $944,00 in total funding to 13 counties and in April of 2024, Human Services awarded $312,555 in total grants to five counties. Communication access services are available in Bergen, Burlington, Camden, Cumberland, Essex, Gloucester, Hudson, Hunterdon, Mercer, Middlesex, Monmouth, Morris, Ocean, Passaic, Salem, Somerset, and Union Counties. Medical Assistance Advisory Council 7/17/25 Meeting on Impact of Federal Medicaid cuts on N.J.
On Thursday, July 17th, the Medical Advisory Council held a virtual meeting on the impacts of the recently signed, One Big Beautiful Bill Act (OBBBA), and its cuts to Medicaid in New Jersey. Presenters review the early days of the bill (signed on July 4th), some uncertainties that will need to be addressed moving forward, and hold a discussion on some possible steps to take as a state. TCNJ Career & Community Studies (CCS) Fall Open House
On Sunday, September 14th, 2025, there will be a fall, in-person open house for Career & Community Studies at The College of New Jersey (Time: 9:30 a.m. – 10:15 a.m. tour, 10:30 a.m. – 12:30 p.m. info session). CCS is a 4-year inclusive, college-based certificate program for young adults with intellectual/developmental disabilities. The program is designed to prepare students for adult life through academic rigor, career discovery/readiness, and peer socialization as part of a diverse community of learners at The College of New Jersey. Learn about the college’s coursework, internship and career development opportunities, campus involvement, housing options, and social activities. Hear from CCS students, staff, mentors and TCNJ Faculty. Specific details will be shared about CCS rolling admission, online application process, funding options, and college related requirements. Campus tours will be offered prior to the information session. CCS is granted CTP status (Comprehensive Transition Program) by the U.S. Department of Education. August is dedicated to paying our respects to all the brave men and women wounded during their service, living with a traumatic brain injury, PTSD and other mental health diagnoses, or killed in combat. The official Purple Heart Day is observed on the 7th day of August each year, commemorating the historic day in 1782 that General George Washington, Commander-In-Chief of the Continental Army, commissioned the first Purple Heart Medal, originally called the Badge of Military Merit. International Assistance Dog Week (IADW)
International Assistance Dog Week begins on the first Sunday in August; celebrated this year between August 3rd – August 7th, 2025. This week recognizes the dedicated assistance dogs that help individuals with disabilities. Did you know that New Jersey is the home of the first guide dog school outside of Europe? The Seeing Eye, founded in 1929 in Morristown, NJ, is the world’s oldest existing guide dog school. There are several other available assistance dog services, supports, and resources available on the NJ Disabilities Information Hub (linked below). Therefore, starting this Sunday, or any day really, give your furry friend that extra treat, and celebrate them in their favorite way!

The ADANN presents a FREE webinar from 2:30 p.m. – 4:00 p.m. EST. Join the U.S. Access Board and the U.S. Elections Assistance Commission (EAC) for this session on voting accessibility. The Help America Vote Act (HAVA) created the U.S. Elections Assistance Commission and the right for voters with disabilities to mark, cast and verify their ballots privately and independently. This webinar will cover data related to polling place accessibility during the 2024 election, including election-supporting technologies. Presenters will discuss standards related to polling place accessibility such as the Voluntary Voting Systems Guidelines (VVSG) and draft standards developed by the EAC’s Election Supporting Technology Evaluation Program. Additionally, presenters will demonstrate EAC accessibility web tools, research, and checklists designed to ensure polling place accessibility. NCI®-IDD State of the Workforce Survey – Deadline to Submit is July 31
National Core Indicators® – Intellectual and Developmental Disabilities (NCI®-IDD) is a collaborative national effort to measure and improve outcomes of participants in public human service systems. Each year, to support this effort, the Division of Developmental Disabilities (DDD) facilitates completion of NCI®-IDD surveys by individuals with intellectual and developmental disabilities (IDD), their families and caregivers, and IDD service providers in New Jersey.
In March, DDD sent NCI State of the Workforce Survey invitations by email to eligible provider agencies that employ Direct Support Professionals (DSPs). The email was sent to the agency email address on file in iRecord and included a link and instructions for completing the survey. If provider agencies have questions or did not receive the survey invitation, they should email DDD.NCI@dhs.nj.gov as soon as possible.
The deadline for agency staff to complete the confidential survey is Thursday, July 31, 2025.
The State of the Workforce Survey captures information about wages, benefits, and turnover of the direct care professional workforce hired by agencies. The data are de-identified and reported aggregated at the state level, as the survey is not used or intended to be used as a provider-level assessment.

Following the enactment of the “One Big Beautiful Bill Act” (OBBBA, P.L. 119-21), on Wednesday, July 23rd, 2025, Governor Phil Murphy signed Executive Order No. 393, directing State agencies to immediately evaluate the impacts of the spending law on their budgets, operations, and programs. The OBBBA slashes funding for Medicaid, the Supplemental Nutrition Assistance Program (SNAP), and other essential programs — all while providing tax cuts and benefits to the ultra-wealthy. It undermines efforts to deliver an affordable clean energy future for New Jersey by cutting incentives for renewable energy programs and zero-emission vehicles. The OBBBA will add trillions of dollars to the national debt, and it is projected to exacerbate inflation and increase the federal government’s debt servicing costs, meaning the American people will be forced to pay more for less. First Lady Murphy and Governor Murphy Break Ground on First-of-its-Kind Maternal and Infant Health Innovation Center
On Tuesday, July 22nd, 2025, First Lady Tammy Murphy and Governor Phil Murphy joined representatives from the New Jersey Economic Development Authority (NJEDA) and the New Jersey Maternal and Infant Health Authority (MIHIA); state and local government officials; and health care, community, and faith leaders to break ground on the first-of-its-kind Maternal and Infant Health Innovation Center (MIHIC) in Trenton. The MIHIC will serve as the epicenter for advancing equitable maternal and infant health care across Trenton and the nation. As a beacon of hope and innovation, it will lead efforts to deliver excellence in perinatal and family care, cultivate a diverse and skilled workforce, conduct cutting-edge policy research, provide integrated wraparound supports, and operate a robust data collaborative to better serve families across the state. The prime sponsors of the “New Jersey Maternal and Infant Health Innovation Center Act,” which Governor Murphy signed in 2023, were Senator Shirley Turner and Assemblywoman Verlina Reynolds-Jackson. Kayaking the Pinelands with Sean Kane Holland of The Nature: Accessible for All Campaign
The Nature: Accessible for All Campaign, is a collaborative effort by individuals, public agencies and nonprofits to ensure that people with disabilities, their families and allies can, and do enjoy New Jersey’s extraordinary natural places. The Pinelands Preservation Alliance aims to increase the public’s awareness that accessible nature trails and sites exist and are valuable to the quality of life, improve the accessibility of trails and natural sites, and to provide reliable information about these facilities so people can plan successful expeditions into our natural areas. Celebrating The 35th Anniversary of the Americans with Disabilities Act
Tomorrow, Saturday, July 26th, 2025 we commemorate the 35th Anniversary of the Americans with Disabilities Act, that was first signed into law on July 26th, 1990, by President George H.W. Bush. This was the most sweeping affirmation of rights for the disabled in American history at the time, a great civil rights victory that still promotes disability acceptance and visibility throughout the country, and a law that prohibits discrimination based on disability in the United States till present day. True Grit Spinal Cord Program Beach Day!
Join the True Grit Spinal Cord Program Team for a day at the beach at Spring Lake, NJ. True Grit SCI provides healing, hope and inspiration to adolescents and young adults with spinal cord injury and dysfunction. Participants with spinal cord injuries ages 7-30 are invited to enjoy being on the sand, spending time in the ocean, and try surfing with the support of the True Grit staff, volunteers, and surfers from Operation Beachhead. There aren’t any fees to sign up, but pre-registration for this event is required, and the enrollment deadline is Sunday, July 26th, 2025.
Participation Criteria:
- Spinal cord injury that impacts use of extremities
- Individual must not require respiratory support (oxygen, ventilator)

National ABLE Saving Day is August 14th, 2025
August 14th, 2025 marks the second annual National ABLE Savings Day, hosted by the ABLE Savings Plans Network (ASPN) of the National Association of State Treasurers (NAST)! ABLE savings plans across the country are celebrating the value and importance that these plans bring to people with disabilities. ABLE accounts can change the way individuals with disabilities and their families participate in the community, build financial wellness and plan for the future. Funds in the accounts can be used to pay for disability-related expenses that help maintain the individual’s health, independence and quality of life – all without losing access to federal means-tested benefits. According to the National Association of State Treasurers, more than 195,000 Americans with disabilities have collectively saved $2.3 billion in ABLE accounts. With an average account balance of more than $11,000, ABLE accounts are empowering many to save more than asset limits for much-needed expenses.
Eligible individuals of any age can open an ABLE account. Beginning in January 2026, more Americans will be able to utilize these accounts thanks to a law passed by Congress. The ABLE Age Adjustment Act increases the age requirement for when a disability must have begun from age 26 to age 46. Contributions to ABLE accounts can come from earnings, family, friends and other sources. Earnings on the investments in an ABLE account grow free from state and federal taxes and are never taxed when used for qualified disability expenses.

Governor Murphy Signs Legislation to Expand Access to Early Childhood Education
On July 9th, 2025, Governor Phil Murphy signed three bills to bolster early childhood education in New Jersey, building on a multi-year, administration-wide effort to expand access to free, high-quality preschool and full-day kindergarten programs. Together, these bills will help ensure children in New Jersey can enjoy a strong foundation upon which to build their educational careers. Since the beginning of his Administration, Governor Murphy has made it a priority to set New Jersey firmly on course to universal, free preschool in all school districts. Over the past seven years, funding for public preschool has increased by nearly $600 million, with New Jersey currently spending $1.2 billion to stand up and sustain programs in communities across the state. Since year one of the Administration, 229 districts have been added to State-funded preschool programs; meaning now, over half of New Jersey’s elementary-serving school districts offer free, high-quality preschool, whether through strong mixed-delivery partnerships with childcare providers or in elementary schools. Calling all artists! BIANJ is holding their first ever contest in search of a new design for their 2025 Walk/Run/Roll T-shirt – and they’d love your help! But first, some rules:
- Design should incorporate the BIANJ message of “Hope. Healing. Awareness.”
- Open to all ages; entries created by minors must be submitted by a parent or guardian
- Designs can be hand-drawn or digital, but should measure 12″ x 12” and must be submitted as high-res digital files to communications@bianj.org no later than 11:59 p.m. on August 15, 2025
- Submissions will be judged for originality, creativity, connection to theme, and overall appeal
- The winning design will be featured on the front of the 2025 BIANJ Walk T-shirt, and the winner will receive a BIANJ swag bag

Fiscal Intermediary (FI) Transition Update
The transition of the Division of Developmental Disabilities’ (DDD) Vendor Fiscal/Employer Agent (VF/EA) Self-Directed Services Model from Public Partnerships LLC (PPL), the current fiscal intermediary, to Acumen Fiscal Agent (Acumen), is underway. Acumen Enrollment is now Open for all Individuals in ALL Cohorts (1-5)
All individuals in Cohort 1, 2, 3, 4, 4a, and 5 must initiate their Acumen enrollment (or designate an Authorized Representative to enroll) as soon as possible.
Individuals in Cohort 5 with one or more Self-Directed Employees (SDE) through PPL, must also make sure their SDEs and their Employer of Record initiate their Acumen enrollment as soon as possible.
Acumen distributed pre-enrollment notices to Cohort 4a and 5 participants the week of July 1, and emailed an enrollment notice that included an enrollment link to Cohort 4a and 5 participants on July 7. (In cases where Acumen did not have a valid email address, they sent a paper enrollment package by USPS mail.)

NCI®-IDD State of the Workforce Survey – Deadline to Submit is July 31
National Core Indicators® – Intellectual and Developmental Disabilities (NCI®-IDD) is a collaborative national effort to measure and improve outcomes of participants in public human service systems. Each year, to support this effort, the Division of Developmental Disabilities (DDD) facilitates completion of NCI®-IDD surveys by individuals with intellectual and developmental disabilities (IDD), their families and caregivers, and IDD service providers in New Jersey.
In March, DDD sent NCI State of the Workforce Survey invitations by email to eligible provider agencies that employ Direct Support Professionals (DSPs). The email was sent to the agency email address on file in iRecord and included a link and instructions for completing the survey. If provider agencies have questions or did not receive the survey invitation, they should email DDD.NCI@dhs.nj.gov as soon as possible.
The deadline for agency staff to complete the confidential survey is Thursday, July 31, 2025.
The State of the Workforce Survey captures information about wages, benefits, and turnover of the direct care professional workforce hired by agencies. The data are de-identified and reported aggregated at the state level, as the survey is not used or intended to be used as a provider-level assessment.

The Symbolic Meaning of The Disability Pride Flag
July is Disability Pride Month, remembering and honoring the anniversary of the Americans with Disability Act. There are many ways to commemorate this important civil rights win for those living with a disability; including promoting and bringing awareness to all the various types of disabilities represented within the colors and design of the Disability Pride Flag. The Flag symbolizes solidarity, pride, and acceptance, and was created by writer, Ann Magill, who also has cerebral palsy.
Since its creation in 2019, the flag has had a design update that was the result of suggestions from other members of the disability community; making it a more representative symbol. Currently, the flag is a diagonal band of six colors stripes cut across a muted black background, symbolizing cutting across barriers separating the disabled from society; also representing light and creativity cutting through darkness. Each of the six color stripes also hold a meaning:
- RED: Physical disabilities
- GOLD: Neurodiversity
- WHITE: Invisible disabilities and undiagnosed conditions
- BLUE: Emotional and psychiatric disabilities
- GREEN: Sensory disabilities, including deafness, blindness, and other sensory disabilities
- Faded BLACK background: Mourning and rage for victims of ableist violence and abuse

Statement from Human Services Commissioner Sarah Adelman
The irony of Congress passing this bill on the eve of Independence Day should not be lost on anyone. Far from advancing equality, this legislation undermines Americans’ fundamental pursuit of life, liberty, and happiness.
It will make it harder for New Jersey families to access health care and food assistance, while shifting hundreds of millions of dollars in costs onto state taxpayers.
Programs like NJ FamilyCare and NJ SNAP are not just safety nets. They are lifelines. They reflect New Jersey’s core values of dignity, compassion, and opportunity for all. These programs ensure that children receive medical care, that older adults and people with disabilities can live with independence, and that no family goes hungry in a time of need.
Since the beginning of this debate, Governor Murphy and I have been clear about what these proposed cuts to Medicaid, food assistance, and other essential programs would mean for New Jersey older adults, individuals with disabilities, and families struggling to make ends meet. We’ve conveyed this message – both publicly and privately – to our Congressional delegation, warning of the devastating consequences these measures would bring.
Sadly, the outcome revealed no surprise courage.
The cumulative effect of these changes to Medicaid will be:
- an estimated 350,000 eligible residents will lose healthcare coverage because of bureaucratic barriers
- $3.3 billion annual cut in funding to hospitals and public health funding
- $360 million annual cut to the state budget due to reductions in federal funding and provider assessment
For NJFamilyCare Members this bill will:
- restrict the definition of qualified immigrants (Oct. 2026)
- impose work requirements for able-bodied adults (as soon as Jan. 2027, and no later than Jan. 2029)
- require six-month eligibility redetermination for expansion adults (Jan. 2027)
- limits retroactive coverage to one month prior to application for expansion population and two months prior for traditional enrollees (Jan. 2027)
- require expansion adults to pay money out of pocket towards the cost of treatment (Oct. 2028)
For Medicaid providers and administrators:
- prohibit new or increased provider taxes (immediate)
- cap new state directed payments at 100% of the Medicare rate, any plan enacted prior to May 2025 will be reduced 10% annually until they meet the cap (immediate)
- limit federal matching funds for emergency Medicaid (Oct. 2026)
- create stricter budget neutrality standard for 1115 waivers (Jan. 2027)
- phase down enhanced funding for hospitals and other providers by lowering the safe harbor limit for provider taxes by 0.5% annually until it reaches 3.5% in 2031 (beginning Oct. 2027)
- reduce federal match to states for improper payment error rates (Oct. 2029)
- does not include delay of DSH reductions (going into effect Oct. 2025)
The impact to the 800,000 residents who receive SNAP food assistance, more than 60% of which are children or seniors, is:
- Requiring state budget to raise $100-$300 million due to a new cost-sharing requirement for states, or risk eliminating the entire SNAP program for New Jersey
- Requiring county governments to find or tax an addition $78 million annually due to decreasing federal reimbursement
While we are deeply disheartened by this outcome, NJ Human Services will keep the health, dignity and success of every New Jersey resident and their families at the center of all we do. Those will be our guiding principles as the federal Administration next begins directing states on implementation of the law.

National PTSD Awareness Day 2025
Post-Traumatic Stress Disorder (PTSD) is a condition that many veterans and non-veterans alike can experience. PTSD can occur when someone is involved with or witnesses a traumatic event. PTSD Awareness Day is now observed on June 27th every year. In 2010, Senator Kent Conrad pushed to get official recognition of PTSD via a “day of awareness” in tribute to a North Dakota National Guard member who took his life following two tours in Iraq. Staff Sergeant Joe Biel died in 2007 after suffering from PTSD; Biel committed suicide after his return from duty to his home state. SSgt. Biel’s birthday, June 27, was selected as the official PTSD Awareness Day, which is now observed every year since. Much of what is done to observe National PTSD Awareness Day involves encouraging open talk about PTSD, its’ causes, symptoms, and most important of all, getting help for the condition. PTSD is, even in modern times, often misunderstood by those with no firsthand experience with the condition or those who suffer from it. National PTSD Awareness Day is designed to help change that.
