Human Services Now Accepting Proposals for Age-Friendly Communities Grants

On Wednesday, June 11th, Human Services announced that local governments can apply for Age-Friendly Communities grants to develop local age-friendly initiatives that support the health and well-being of older New Jerseyans. A total of $2.7 million in grant funding will be awarded to eligible municipalities, counties, and nonprofit organizations partnering with local governments. The Age-Friendly Communities grants will be used to build community partnerships, execute a community needs assessment, create an action plan to become an Age-Friendly Community, and enroll in the AARP Network of Age-Friendly States and Communities. These grants come at a very opportune time. New Jersey, like the rest of the United States, is at the threshold of an enormous demographic shift. According to one estimate, nearly 20 percent of New Jersey’s population will be over the age of 65 by the end of this decade.

The deadline to submit proposals is July 11, 2025.

Governor Murphy, Senate President Scutari, and Assembly Speaker Coughlin Announce Direct Economic Relief to Lower Monthly Energy Costs for New Jerseyans

On Thursday, June 5th, 2025, Governor Phil Murphy, Senate President Nick Scutari, and Assembly Speaker Craig Coughlin announced over $430 million in direct relief to lower the cost of energy bills. This comes in anticipation of the utility rate increase that took effect on June 1, 2025, as New Jersey ratepayers face record high wholesale electric prices which will hit customers with bills 20% higher than they were one year ago. All 3.9 million ratepayers in New Jersey will receive at least $100 in direct relief, while eligible low-to-moderate income (LMI) New Jerseyans will see at least $150 more deducted from their energy bills. These credits are funded by the Clean Energy Fund, the Board of Public Utilities’ allocation of Regional Greenhouse Gas Initiative (RGGI) proceeds, and the Solar Alternative Compliance Payment account.     Join the ADA National Network for a FREE virtual learning session from 2:30 p.m. – 4:00 p.m. Ask your questions about the Americans with Disabilities Act (ADA) and Health Care. ADA TA Specialists will be available to answer questions about sign language interpreters, transferring patients, service animals, and other questions that are important to you. To ensure that your question is answered during the session, individuals are encouraged to email their questions to Admin@ADAPacific.org. Presenters will also answer questions from the audience on the day of the webinar.This webinar will offer live captioning. Other accommodation requests must be received by 7:00 p.m. ET on June 18th, 2025.

    • Jan Garrett, serves as the Deputy Director of ADA Programs for the Pacific ADA Center at the Public Health Institute (PHI). She has over 25 years of experience providing guidance and training on the ADA and other disability rights laws for businesses, state and local governments, architects, people with disabilities, and others. As a person with a lived experience of disability, Jan has a deeply personal understanding of why disability civil rights are so important.
    • Nancy Horton, is the Associate Director of the Mid-Atlantic ADA Center, where she provides information and guidance to individuals with disabilities, employers, business operators, architects, and others. She also writes and edits a variety of articles and fact sheets on ADA topics and develops training materials for the Center. Nancy has worked in the disability field for more than 35 years. Her experience includes conducting site accessibility surveys, architectural plans reviews, and trainings on accessible design, employment issues, and effective communication requirements.
    • Maggie Sims, is the Project Manager for the Rocky Mountain ADA Center, specializing in outreach and providing information, technical guidance and training on the Americans with Disabilities Act for the center’s six-state region. Maggie joined the RMADAC in 1992 as an ADA Information Specialist, with a deep interest in reducing communication barriers for those with hearing, speech, and visual losses. An expert on the ADA and effective communication processes and skilled in sign language, Maggie also provides guidance on technical assistance calls focused on helping the RMADAC’s region, which includes Colorado, Montana, North Dakota, South Dakota, Utah and Wyoming.

New Jersey Human Services Awards $3.5 Million in Additional Grants to Grow Inclusive Healthy Communities

Since January 2021, $10.9 Million in Total Grants Have Been Awarded to 39 Organizations to Help Improve the Overall Health of Individuals with Disabilities

On Tuesday, June 10th, 2025, Commissioner Sarah Adelman announced the Department of Human Services has awarded an additional 14 grants to help organizations across the state implement inclusive initiatives that support individuals with disabilities in the communities in which they live, work, learn, and play.

The Inclusive Healthy Communities (IHC) Grant Program is helping bring innovative and evidence-based ideas to life — projects that are making a real difference in individuals’ daily lives,” said Commissioner Sarah Adelman. “By supporting these efforts, we’re continuing to build a New Jersey where everyone has the opportunity to thrive. This work is more important than ever, and we’re proud to partner with the Bloustein School at Rutgers University as we support the 2025 grantees in creating meaningful, lasting change across our communities.

First launched in January 2021, the IHC Grant Program is an initiative spearheaded by Human Services’ Division of Disability Services (DDS) to support communities and ensure the voices and needs of individuals with disabilities are included in healthy community planning. The grant program is available to non-profits as well as local county and municipal government agencies.

With this fourth round of IHC grant funding, we’re further cementing New Jersey as a national leader in true, universal inclusion,” said Deputy Commissioner for Aging and Disability Services Kaylee McGuire. “These grants demonstrate our shared commitment to inclusive healthy community planning that’s driven by the voices and needs of individuals with disabilities. We’re honored to work alongside local organizations taking on this important work. Through collaboration, we can keep building a New Jersey where all communities are inclusive and everyone thrives.

We congratulate the 2025 IHC grantees as they join a vast cohort of organizations actively fostering safe, healthy, and accessible communities for everyone. Through their work, we are seeing powerful ideas take shape — ideas that promote health, equity, and meaningful inclusion for people with disabilities,” said DDS Interim Executive Director Jacqueline Moskowitz. “We look forward to seeing the impact of this work become part of the fabric of our state.

The following organizations were selected to receive grant funding:

  • Appel Farm is a year-round, non-profit performing arts facility serving Cumberland and Salem Counties. Using IHC funds, they will implement their Train the Trainer program to help arts organizations in South Jersey become more inclusive by training local leaders who can then teach others. They will also create an online collection of inclusion resources that anyone across New Jersey, and beyond, can use.
  • Bright Side Family will bridge knowledge gaps concerning resources and supports for people with disabilities within the older adult community. Their goal is to also enhance supports for individuals with disabilities as they age — promoting independence, safety, and social connections. Utilizing a community-driven, systems-based approach and leveraging a robust age-friendly network, they will establish a disability justice advisory board, conduct targeted outreach, and develop new referral strategies while fostering community partnerships.
  • Gateway Community Action Partnership will bring students with and without disabilities together to take part in activities and paid job opportunities within the community. By offering real wages and the chance for ongoing work, this initiative aims to provide transition-aged students with valuable long-term opportunities.
  • Jewish Services for the Developmentally Disabled will engage adults with disabilities to shape an initiative that leverages various technologies to support the independence of individuals with intellectual and developmental disabilities to live in the community.
  • Kaplen Jewish Community Center on the Palisades is building on a previous IHC grant that transformed their outdoor basketball court into an inclusive, adjustable multi-sport space. With this new phase of work, it is expanding the focus to ensure accessibility and inclusion across all areas of operations. This includes developing inclusive programming, adaptive sports, accessible marketing practices, and expanding equitable access to the arts—prioritizing changes that strengthen their internal inclusion policies and address the needs identified by people with disabilities and their families. Its primary focuses moving forward are on creating access and inclusion in the arts, forming new partnerships to support integrated artistic programming, and striving to ensure that every aspect of their organization reflects a disability-forward approach.
  • National Disability Institute will implement a Train the Trainer program, which will improve financial literacy and well-being for people with disabilities in New Jersey through future policy and system changes.
  • Nutley Family Service Bureau will address a need for disability-informed mental health services through training professionals, creating a statewide training center, and hosting educational events.
  • The Progressive Center for Independent Living will develop stronger disability-centered emergency management in Mercer and Hunterdon counties through the assessment of existing response plans, emergency shelter accessibility, and the accessibility of businesses and other public spaces. They will also train professional responders and deliver mental health first aid training.
  • Raritan Valley YMCA will build upon a previous IHC grant to create greater capacity for additional inclusive services and programs for ethnically, racially, and ability-diverse community members. They plan to create internal policy change that better supports clients at all levels of engagement, and are building greater investment in their staff to teach adaptive fitness classes across sporting activities.
  • Rowan – Virtua School of Osteopathic Medicine will center the needs of individuals with intellectual and developmental disabilities and individuals with substance use disorders in systems and environmental changes at a pain management center in partnership with the Rowan Virtua Integrated Special Needs Center.
  • Supportive Housing Association will target systemic inequities in decision making and thought leadership throughout social service organizations by curating opportunities for individuals with disabilities to serve on advisory boards and boards of directors.
  • Township of Verona will employ a Disability Coordinator to assess needs, identify barriers in policies and systems, and develop strategies to improve disability inclusion.
  • United Way of New Jersey will ensure that intersectional data on people with disabilities and limited assets will be shared with advocacy and social service groups across New Jersey, supporting effective policy and systems change
  • Wood Services, Inc. will build upon a previous IHC grant and expand the number of community health workers trained in disability-competent care, improving healthcare experiences for people with disabilities across New Jersey and beyond.

The Bloustein School of Planning and Public Policy at Rutgers University partners with DDS to manage the IHC grant program and provide technical assistance to grant recipients in implementing projects across New Jersey. The program aims to promote change at the local level by addressing pre-existing physical, environmental, social, and economic challenges that prevent people with disabilities from having full access to the conditions that support health and well-being. Under the program, applicants were able to submit proposals for grants of up to $250,000, which will fund efforts for two years. Funds used may not exceed $125,000 per year.

Work for this funding cycle will be conducted July 2025 through June 2027, allowing grantees 24 months to implement proposed work plans.

The NJ Division of Disability Services bridges the gap for those with adult-onset disabilities in need of services. Post-Traumatic Stress Disorder (PTSD) Awareness Month

Not all wounds are visible, and an estimated 12 million people in the United States are living with PTSD, facing daily challenges that often go unnoticed. Even though PTSD treatments can bring significant improvements, most people who have PTSD don’t get the help they need. In the month of June, help raise public awareness about issues related to PTSD, reduce the stigma associated with it, and help ensure that those suffering from invisible wounds from war and other traumas receive proper help and treatment.

Alzheimer’s Disease & Down Syndrome

June is Alzheimer’s Disease and Brain Awareness Month, a time to raise awareness about Alzheimer’s disease and promote brain health. Chromosome 21 plays a key role in the relationship between Down syndrome and Alzheimer’s disease, as it carries a gene that produces one of the key proteins involved with changes in the brain caused by Alzheimer’s disease. Adults with Down syndrome are at increased risk of Alzheimer’s disease as they grow older.  But not all changes in behavior or loss of skill are due to Alzheimer’s disease. If you notice differences in your loved one, please contact their doctor. A thoughtful approach is very important.

The National Down Syndrome Society has created a free comprehensive Alzheimer’s Disease and Down Syndrome Guidebook providing valuable information to help your loved ones who may be affected by both of these diseases.

The Alzheimer’s Adult Day Services Program at NJ Human Services’ Division of Aging subsidizes adult day care services for persons with Alzheimer’s disease or a related dementia. The subsidy helps pay for the cost of attending adult day care for up to five days per week, covering up to 20% to 100% of the cost of services. Additional days may be possible through private pay or other programs; check with the center or the Aging and Disability Resource Connection (1-877-222-3737) for more information on funding or other programs.

Governor Murphy Holds Second Roundtable Discussion with Medicaid Recipients as Congress Slashes Health Care Funding

On Friday, May 30th, Governor Phil Murphy met with constituents of the Fourth Congressional District of New Jersey whose lives would be negatively impacted by a U.S. House of Representatives-approved bill that cuts more than $700 billion from Medicaid – a federal-state insurance program that provides free or low-cost health care coverage and services to eligible low-income individuals and families, children, pregnant women, the elderly, and people with disabilities. Health care services provided by NJ FamilyCare include doctor visits, eyeglasses, hospitalization, lab tests, X-rays, prescriptions, regular check-ups, mental health, dental, preventive screenings, autism services, community doula services, and help with personal care needs. These services may include both health care and long-term care services that enable people with complex needs to live fully in the community in their own homes, or in a facility relying on 24/7 nursing and medical attention. Some services are designed to help individuals with disabilities live safely and independently in the community through direct support professionals, day habilitation programs, supported employment, behavioral supports, and more.

June is Cataract Awareness Month

Cataracts are one of the leading causes of blindness and vision impairment in the world. Cataract Awareness Month was established to raise awareness about the condition’s massive global impact. A cataract is a clouding of the eye’s natural lens. Cataracts occur when the proteins in the lens break down over time and form clumps that can affect your sight including: hazy/cloudy vision, blurry vision, seeing normally bright colors as dull or faded, light sensitivity, difficulty seeing at night, double vision, seeing glare and halos around lights at night, lights at night appearing extremely light, and some people describe the condition as looking through a dusty window.

The majority of cataracts occur as part of the natural aging process. As you get older, your risk of developing cataracts increases. Most Americans will have had cataracts and/or cataract surgery by age 80. But older age isn’t the only thing that can put you at risk. The following risk factors can also increase your likelihood of developing cataracts: diabetes, family history, sun exposure, smoking, steroid use, certain eye disease including uveitis and retinitis pigmentosa, eye surgery, and/or eye trauma.

June Begins Hurricane Season (Part 2) – Resources to Stay Prepared

Many areas of our state have already experienced several consecutive days of heavy rainfall and storms; with forecasts predicting more on the way. As shared in Tuesday’s email communication, the Atlantic hurricane season lasts from June 1st to November 30th. New Jersey’s tropical storm activity is typically between August and late October. The video below will provide a detailed audio/visual companion to these steps for ways to stay prepared If you or someone close to you has a disability and/or other access or functional needs. You may have to take additional steps to protect yourself, friends and family – including pets!

Join the NJ Division on Civil Rights (DCR) for a FREE webinar from 9:30 a.m. – 11:00 a.m. In New Jersey, housing providers, employers, and places of public accommodation are required to modify or make exceptions to their policies governing animals in order to accommodate people with disabilities. In this webinar, DCR representatives will clarify what the New Jersey Law Against Discrimination says about assistance animals, and answer some of the questions they frequently hear from members of the public. Through case studies and discussion, participants will learn about their rights and obligations under the law regarding service animals and emotional support animals.

June Is Alzheimer’s & Brain Awareness Month

Worldwide, more than 55 million people are living with Alzheimer’s or another dementia. Take action now — for yourself, your loved ones and for the fight to end Alzheimer’s. Whatever your age, now is the right time to take actions that help promote a healthy brain. Get familiar with brain health and learn what steps you can take if you or someone you love has memory concerns. Also, purple is the official color of the Alzheimer’s movement. Wear and share purple throughout June to spread awareness and invite others to join the fight to end Alzheimer’s.

Spread the word, raise awareness, get involved, and help promote healthy habits. Positive, everyday actions can make a difference in brain health, even lowering the risk of cognitive decline and possibly Alzheimer’s and dementia. National Cancer Survivors Day 2025

June 1st (always the first Sunday in June) is National Cancer Survivors Day 2025, but its message and goal can be remembered and practiced every day. In some cases, cancer can be considered a disability. Whether or not an individual’s cancer is a disability depends on the type and severity of the cancer and how it impacts the person’s life and everyday functioning. National Cancer Survivors Day is a poignant, inspiring annual celebration of life. It is also a call to action for further research, more resources, and increased public awareness to improve the lives of cancer survivors. This day provides an opportunity for all people living with a history of cancer – including America’s more than 18 million cancer survivors – to connect with each other, celebrate milestones, and recognize those who have supported them along the way. June Begins Hurricane Season – How to Stay Prepared

If you or someone close to you has a disability or other access or functional needs, you may have to take additional steps to protect yourself and your family. A hurricane is a huge storm that can be up to 600 miles across and have strong winds spiraling inward and upward at speeds of 75 to 200 mph. They can be life-threatening as well as cause serious property-threatening hazards such as flooding, storm surge, high winds and tornadoes. The Atlantic hurricane season lasts from June 1st to November 30th. New Jersey’s tropical storm activity is typically between August and late October. The Christopher & Dana Reeve Foundation’s ‘Outdoors for Everyone’

With warmer weather just around the corner, it’s time to start thinking about more outdoor activities for everyone to have a “super” fun summer. The Christopher & Dana Reeve Foundation’s ‘Outdoors for Everyone’ initiative was created to ensure that the great outdoors is equally accessible and inclusive for all people–including those living with paralysis, their families, and caregivers. To further support water accessibility, the Reeve Foundation has developed a new ‘Water Accessibility Checklist’ for the community and outdoor organizations. This checklist includes recommendations and tips tailored to beaches, pools, and other water organizations, ensuring that people living with disabilities can fully enjoy these spaces. Recommendations cover everything from necessary website and map information for accessibility before arrival, to accessible parking spaces, and details on accessible activities and safety considerations during the visit. The NJ Council on Developmental Disabilities’ “Employment First” Page Updates and Resources

In April 2012, Governor Chris Christie made New Jersey an ‘Employment First’ state. It means that competitive employment is the first and preferred post-education activity for everyone, including people with disabilities. Autism: Start Here (What Families Need to Know) – June Virtual Meetup

Come join Autism New Jersey’s Directors of Family Wellness and Information Services on Wednesday, June 4th, 12:00 – 1:00 p.m., for a FREE virtual meetup to learn about autism and how to navigate services in New Jersey. This workshop is recommended for families with young children (6 years old or younger) who are new to the autism diagnosis or on a waitlist for an evaluation. Information will be provided to assist caregivers in understanding their child’s needs and connect them to valuable resources. This event is free, but registration is required.

Temple Grandin, PhD, Visits Kessler Foundation, Discusses Employment for People on the Autism Spectrum

On May 14th, Kessler Foundation’s Center for Autism Research welcomed Dr. Temple Grandin, a renowned autistic professor, inventor, and ethologist whose life and work were portrayed in the Emmy Award-winning HBO biopic Temple Grandin, starring Claire Danes. Dr. Grandin, a global icon celebrated for her contributions to the animal industry and advocacy within the autism community, joined Helen Genova, PhD, associate director of the Center for Autism Research to delve into Kessler Foundation’s initiatives aimed at increasing employment for individuals on the autism spectrum. Children’s Specialized Hospital: ACTIVITY CONNECTION

Activity Connection provides recreational, sports and social activities for children, teens and young adults with diverse abilities. The programs provide opportunities to make new friends, participate in various activities and enjoy new experiences. All programs are led by Children’s Specialized Hospital’s therapists, certified program instructors, coaches and trained volunteers who provide age-appropriate and safe activities in an inclusive and fun environment. The programs provide children of all abilities to participate alongside one another to promote acceptance, compassion, self-confidence and friendship building. The majority of their programs are inclusive and do not require youth to have a specific skill set or ability level. In fact, siblings and friends without a diagnosis are welcome to, and often do, participate!

Global Accessibility Awareness Day (GAAD)

Yesterday, Thursday, May 15, 2025, marked the 14th Global Accessibility Awareness Day (GAAD). From both a civil rights and a business perspective, people with disabilities are underserved by today’s digital products. The purpose of GAAD is to get everyone talking, thinking and learning about digital access/inclusion and people with different disabilities; which is something the day reminds us we can do every day! The main focus and mission of the day, and the GAAD Foundation, is to disrupt the culture of technology and digital product development to include accessibility as a core requirement. Digital accessibility refers to the ability of people with disabilities/impairments to independently consume and/or interact with digital (e.g., web, mobile) applications and content. The NJ Division on Civil Rights presents this FREE webinar from 9:30 a.m. – 11:30 a.m. The New Jersey Law Against Discrimination (NJLAD) requires employers to make adjustments to job or work requirements that make it possible for employees to perform the essential functions of their job and enjoy equal employment opportunities. Under the NJLAD, reasonable accommodations apply to disability, religion, and pregnancy and breastfeeding/bodyfeeding. This training will provide an overview of what reasonable accommodations are, who is eligible for them, and how requests for accommodations are initiated and carried out. Through case studies and other interactive exercises, participants will examine topics including the interactive process, undue hardship, non-apparent disabilities, the Pregnant Workers Fairness Act, and telework as an accommodation. REMINDER! June 30 Deadline to Complete NCI® State of the Workforce and Family Surveys Fast Approaching

The New Jersey Department of Human Services’ Division of Developmental Disabilities (DDD) participates in every survey cycle with National Core Indicators® – Intellectual and Developmental Disabilities (NCI®-IDD), a national effort to measure and improve the performance of public developmental disabilities agencies through the use of surveys.

Family Survey

In March, DDD mailed letters to family members of individuals who receive at least one DDD-funded service in addition to Support Coordination services. The letter included a personal link and instructions for the family member to complete the Family Survey online. If family members have questions or would like to request a hard copy of the survey in English or another language, they can email DDD.NCI@dhs.nj.gov .

State of the Workforce Survey

In March, DDD sent NCI State of the Workforce Survey invitations by email to eligible provider agencies that employ Direct Support Professionals (DSPs). The email was sent to the agency email address on file in iRecord and included a link and instructions for completing the survey. If provider agencies have questions or did not receive the survey invitation, they should email DDD.NCI@dhs.nj.gov as soon as possible.

Hurricane season begins June 1st, and in preparation for that and many other potential emergencies in our state, “Register Ready – New Jersey’s Special Needs Registry for Disasters” allows NJ residents with disabilities or access and functional needs and their families, friends and associates the opportunity to provide information to emergency response agencies. This information is used so emergency responders can better plan to serve these residents in a disaster or other emergency. NJ Human Services Opens Communication Access Grants to Help Make Communities More Inclusive for Deaf, Hard of Hearing, and Deaf-Blind Individuals

On Tuesday, May 6th, Human Services Commissioner Sarah Adelman announced New Jersey counties can begin applying for grants to promote communication and language access for deaf, hard of hearing, and deaf-blind residents of all ages. The $250,000 program will be funded through Human Services’ Division of the Deaf and Hard of Hearing. Award amounts will vary and counties can receive a maximum award of $70,000. Interested applicants must be a county government agency in New Jersey. Applications can be submitted on behalf of the county human service director, county executive, county commissioner, or other relevant positions. Applications must contain a proposed estimated budget, project description, and implementation timeline.

May is Older Americans Month

May is designated as Older Americans Month. This annual observance was established in 1963 by President John F. Kennedy to honor the contributions of older adults. Each May, the celebration recognizes the achievements of older Americans and reaffirms the commitment to supporting them. Below you’ll find two helpful resources, the first from the ADA National Network and the other from the Division of Disability Services’ Information Hub for older adults including: Pharmaceutical Assistance to the Aged and Disabled (PAAD), Senior Gold Prescription Discount Program, Medicare and Medicare Savings Programs, Managed Long Term Services and Supports (MLTSS), Personal Care Services, Area Agencies on Aging, and Meal Programs for Seniors.

Speech-Language-Hearing Month

May is also National Speech-Language-Hearing Month, a time to raise awareness about communication disabilities. These can include speech, language, hearing and cognitive-communication disabilities—and they are among the most common conditions that both children and adults experience. People with communication disabilities often find it hard to get the information and communication supports they need to fully access health services. This can lead to harmful outcomes, from delays in seeking care to medical errors to higher healthcare costs. Thursday, May 22st –  ADA and Fostering an Inclusive Work Culture for Employees with Psychiatric Disabilities

Join the ADANN from 10:00 a.m. – 11:00 a.m., for this FREE webinar. According to the National Alliance on Mental Illness (NAMI), approximately 23% of American adults experience some form of mental illness (or psychiatric disability) on a yearly basis, and across the population, almost 6% of American adults live with a serious mental health condition such as schizophrenia, bipolar disorder or long-term recurring major depression. For many individuals with psychiatric disabilities, work is key to their health and contributes to a sense of purpose and wellbeing. Thus, it is important that employers understand how to foster a mental health-friendly work culture.

During this session, presenter Pam Williamson, Assistant Director – Southeast ADA Center, will use her own story to discuss how to disclose a disability, the pros and cons of disclosing a disability, how to request reasonable accommodations on the job, and steps we can take to create an inclusive work culture. FI Transition Update (PPL to Acumen)

This is a reminder that the enrollment window for Cohort 1 is May 4 –  May 16, 2025.

We encourage Cohort 1 individuals/authorized representatives to complete their enrollment as early in the enrollment window as possible. Support Coordinators will not be able to make the necessary service plan revisions until they are notified by Acumen that enrollment is complete. If a plan revision is delayed, the individual’s transition from PPL to Acumen will likely be delayed.

If you or your support coordinator are not sure which Acumen cohort you are in, or if you are in Cohort 1 but not sure how to enroll, please contact Acumen as soon as possible.

Human Services Launches 988 Mobile Crisis Outreach Response Teams

On April 17th, Human Services announced that the 988 Mobile Crisis Outreach Response Teams (MCORTs) are now operational. MCORTs are a voluntary service available statewide to individuals ages 18 years and older in non-life-threatening situations who have contacted the 988 Suicide and Crisis Lifeline. MCORTs respond to non-life-threatening mental health, substance use, and suicidal crises without law enforcement or other emergency personnel when it is safe to do so. They work in coordination with the State’s 988 Lifeline centers and are dispatched when a 988 Crisis Counselor assesses that community outreach would be helpful and the person calling 988 is interested in such services for themselves or a loved one. Did you know that on the Disability Information Hub (DIH) there’s an entire page dedicated to helping you get the type of healthcare that you need? By clicking the Healthcare and Medical Assistance tab on the main menu bar, you’ll be taken to the five main topics within that section. The fifth & final tab you can select is Service Animals, just click “LEARN MORE” to open the page. If you are interested in a service dog, there are many organizations that can match you with an animal. Each organization has a different application process and requirements, but generally all include several meetings and a training course. Learn more on this page.

The Annual Seminar offers an educational and networking opportunity for professionals to gain knowledge of the latest research, best practices and effective strategies for working with individuals affected by brain injury. The knowledge level of the audience varies, including both new and experienced professionals. The Seminar is a full day conference consisting of a keynote presentation followed by three workshop blocks with three presentations in each block. Coping with Overwhelm as a Parent of a Child with Disabilities

Jaclyn Greenberg is a mom of three, a freelance writer and disability advocate. She writes about parenting, disability, accessibility and inclusion for newspapers and magazines including The New York Times, Parents and Good Housekeeping. New Jersey Partners in Policymaking IS Now Accepting Applications for 2025-2026!

New Jersey Partners in Policymaking is a leadership development and advocacy education program for adults with developmental disabilities (over age 21) and family members of children and transition age youth available through collaboration between The New Jersey Council on Developmental Disabilities, The Boggs Center on Disability and Human Development, and Disability Rights New Jersey. The goal of this program is to prepare the next generation of disability advocates to work toward meaningful change in our state. The Boggs Center is committed to building a diverse group of participants that is reflective of the needs, geography, experiences and backgrounds of New Jersey. Through participation in in-person and virtual educational leadership development sessions and completion of on-line assignments, selected participants learn about best practices and important areas for advocacy from nationally-known experts.

Upon completion of the program, participants will have developed the knowledge and skills needed to:

  • Advocate for opportunities and supports that promote self-determination, independence, and inclusion in all aspects of community life
  • Be members of advisory board and committees
  • Work alongside policymakers and state agencies

Prescription Drug Discounts

Did you know that on the Disability Information Hub (DIH) there’s an entire page dedicated to helping you get the type of healthcare that you need? By clicking the Healthcare and Medical Assistance tab on the main menu bar, you’ll be taken to the five main topics within that section. The fourth tab you can select is Prescription Drug Discounts just click “LEARN MORE” to open the page.

New Jersey has two main prescription drug discount programs for individuals with disabilities and residents over 65: the Pharmaceutical Assistance to the Aged and Disabled (PAAD) and the Senior Gold Prescription Discount Program (Senior Gold).  PAAD cuts drug prices to $5 for covered generic drugs and $7 for covered name brands. Senior Gold cuts prices in half after a $15 copay for covered prescriptions. Additional subsidies are also available through the Medicare Part D Low Income Subsidy (LIS), also known as “Extra Help.” This page provides information about how to sign up for each program, as well as the eligibility criteria for these assistance programs.

BIANJ – FAMILY FEST 2025

Save the date for Bain Injury Alliance New Jersey’s annual Family FEST (Fun, Education, Support, Togetherness), an educational, social, and recreational opportunity for families affected by brain injury. It’s a chance to learn, grow, and most importantly have fun! Food and zoo admission is included in nonrefundable cost of $7 per person. There is a maximum of 5 attendees per family unit. Brunch will be provided at the beginning of the program. After attending both educational workshops, attendees are welcome to visit the zoo.

Birding without Barriers – Bird Song Basics

Here are two opportunities for everyone to explore nature and experience the wonders and joy of birding in New Jersey on May 9th & May 16th, 9:45 a.m. – 12:00 p.m., at the Pinelands Preservation Alliance. These programs are geared towards individuals with visual disabilities (but does not exclude others) and is focused on teaching the various bird sounds and calls local to the Burlington County area. This program is an indoor/outdoor event; the indoor session will last about an hour and will be followed by an outdoor session in the Bishop Farmstead meadow trail and garden where we will take a slow hike to listen for bird songs and bird sounds. There is a registration fee of $10 per trekker.

Pinelands Adventures has several all-terrain wheelchairs available for use upon registration. If you have questions, concerns about the program or loan chairs for this event email Sean Kane-Holland, Access Nature Disability Advocate at sean@pinelandsalliance.org or call (609) 859-8860 ext. 117.

Note: Participants that are not requesting to use Pineland Adventures wheelchairs can come prepared with their own mobility assistive devices. If needed, please bring walkers, canes, crutches, and personal outdoor assistive gear. The trails are conducive to allowing electric assistive mobility equipment.

Human Services Launches New Lock Feature on EBT Cards to Protect Against Benefit Theft

On April 4, 2025, Human Services announced a new security feature that allows individuals who receive cash and food assistance benefits to lock their Electronic Benefits Transfer (EBT) cards to protect against the national problem of skimming. Residents who receive Supplemental Nutrition Assistance Program (SNAP) and Work First New Jersey (WFNJ) benefits can use the new EBT Lock/Unlock tool on the NJFamiliesFirst.com website or the ConnectEBT app to lock their EBT cards when they are not in use. Choosing the “Lock My Card Everywhere” option blocks all purchases while your card is locked. Residents will still receive benefits or refunds — even if their card is locked — but no online or in-store purchases can be made. Read the full press release in ENGLISH and SPANISH

New Jersey Announces Proposed Regulatory Change to Promote Health Care Integration and Improve Patient Care

On Wednesday, April 2nd, the New Jersey Department of Health (NJDOH) announced proposed rules creating a single, integrated license for outpatient health care facilities. This landmark reform – achieved in conjunction with the New Jersey Department of Human Services – will cut historical red tape and enable providers to deliver integrated primary care, mental health, and addiction treatment services. This comprehensive, whole-person approach is proven to deliver improved health outcomes and better patient experience. The proposed integrated license will benefit several types of outpatient facilities, including Federally Qualified Health Centers (FQHCs), outpatient mental health and substance use disorder providers, and licensed primary care clinics. HOW TO STEPS:

  • 1 – Log in to your account on NJFamiliesFirst.com or the ConnectEBT app.
  • 2 – In the app, tap “Lock/Unlock Card.” On the web, click “Lock/Unlock Card” in the top right corner
  • 3 – Select “Lock My Card Everywhere.” In the app, tap “OK.” On the website, click “Submit.”

When you are ready to use your benefits, log into the app or website and tap “Lock/Unlock Card” to unlock your card. Visit NJFamiliesFirst.com and click “Program Materials” for further instructions.

In session 2, we will explore the common sources of stress and the potential effects of chronic stress. The Division of Developmental Disabilities (DDD) Vendor Fiscal/Employer Agent (VF/EA) Self-Directed Employee Model is transitioning in 2025 from Public Partnerships LLC (PPL) as the fiscal intermediary to Acumen Fiscal Agent (Acumen).

An Acumen Transition Update webinar is scheduled for Thursday, April 10, 2025 at 10 a.m.  This webinar will provide important details about next steps and the anticipated launch of a phased approach to participant enrollments.

NEW! E-Learning Series from The Boggs Center on Housing and Independent Living

The Boggs Center has collaborated with the Division of Developmental Disabilities and the Supportive Housing Association of New Jersey to develop a six-lesson webinar series for people with intellectual and developmental disabilities (IDD) and those who support them to better understand independent living and learn about housing options.

The series, Understanding Independent Living and Housing Opportunities for People with IDD, can be accessed by anyone and may be especially beneficial if you are assisting someone with IDD transition to independent living or preparing for independent living yourself. The series is also available as a training in the College of Direct Support (CDS), where it can be tracked as part of your CDS transcript.

2025 Increases to Agency with Choice Self-Directed Employee Model Monthly Rates

The Division of Developmental Disabilities (DDD) implemented the Agency with Choice (AWC) Self-Directed Employee Model in 2020 in response to feedback from individuals and families seeking a self-direction model that enabled employers to provide health benefits and paid time off to their employees. Under this model, the per-member, per-month (PMPM) rates are deducted from the up-to budgets of participating individuals who employ one or more Self-Directed Employees (SDE), with Easterseals NJ as the fiscal intermediary. Despite rising costs, these PMPM rates for participating in AWC and funding health benefits have remained unchanged over the five years since the model’s inception.

Effective May 1, 2025, the AWC per-member, per-month rates will increase for all individuals who participate in the AWC Self-Directed Employee Model, administered by fiscal intermediary, Easterseals NJ.

Updated Checklist for Reporting Choking Incidents

Last year, the DDD Resource Team updated the checklist for providers to use when completing an initial incident report involving choking. Providers are reminded to use the updated Choking Incident Report Checklist (revised March 2024), which is available on the DDD Incident Reporting web page, under Incident Reporting Forms.

The Boggs Center on Disability and Human Development has created a new resource for people with intellectual and developmental disabilities and their caregivers and loved ones, Sharing Your Story: A Guide to Medicaid Advocacy. The guide is available in English, Spanish, Portuguese, Chinese, Japanese, Tagalog, and Gujarati.


Governor’s Roundtable Highlights Impacts of Potential Federal Funding Cuts to Medicaid

On Friday, March 28, 2025, Governor Murphy convened a roundtable discussion to provide an opportunity for New Jersey residents who rely on Medicaid funding for themselves and/or their loved ones to share their stories. These stories highlighted the devastating impact that potential federal funding cuts to Medicaid would have on the health and well-being on tens of thousands of New Jersey residents. In addition to providing health coverage for individuals and families with low or no income, Medicaid dollars – which consist of both state and federal funds – pay for critical services for vulnerable populations, including children and adults with intellectual and developmental disabilities, aging adults, and people with mental health diagnoses.

National Cerebral Palsy Awareness Day – March 25, 2025

While the entire month of March is recognized as National Cerebral Palsy Awareness Month, March 25th is National Cerebral Palsy Awareness Day. Cerebral Palsy Day​ serves as a time to highlight the experiences of people with Cerebral Palsy (CP), promote inclusion, and encourage advocacy efforts. Anyone can participate in Cerebral Palsy Awareness Month and support the CP community. Learn how you can help below:

World Down Syndrome Day – March 21

What is World Down Syndrome Day? World Down Syndrome Day is on the 21st of March every year. It is a global awareness day which has been officially observed by the United Nations since 2012. The goal is to help people understand and support those with Down syndrome better. The date being the 21st day of the 3rd month was chosen to represent the triplication (trisomy) of the 21st chromosome which causes Down syndrome. The Economics of Everyday Things – Episode 81. “GUIDE DOGS”

Have you ever considered a guide dog to help you or a loved one with visual impairments navigate daily activities? Have you ever wondered what goes into the process of acquiring a guide dog, or what it’s like when you actually do decide to welcome one into your life? Well, the FREE podcast, The Economics of Everyday Things, recently spotlighted New Jersey and guide dogs. In this brief but informative, 22-minute episode, you’ll hear the real account of what it’s like having a guide dog’s help from New Jersey state employee, Pat McKenna. You’ll hear his real life testimonial, of how his 80 pound, Labrador mix, Raven, helps him navigate the journey from his home to his office in the busy urban streets of Newark, the hallways, doors, and elevators of his office, and the varying types of traffic lights and crosswalks along the way. You’ll also be treated to a very brief history on guide dogs, how the idea of training a dog to help the visually impaired originated shortly after the first world war, and how New Jersey plays a big part in the training process of a guide dog – The Seeing Eye, located in Morristown was the first, and still the largest guide dog training school in the world. Pat also describes tips on traveling with your dog, your ADA rights and etiquette while with your dog in public places, and his ability to vacation: visiting various states, enjoy hiking trails, and even bringing Raven along in a canoe!

Join the ADA National Network from 2:00 p.m. – 3:30 p.m. for this FREE Zoom webinar. Whether it’s a concert, a movie or a sporting event, the ADA includes specific requirements around ticketing and accessible seating to ensure people with disabilities and their companions have access to these venues and activities. Presenters will discuss the physical access requirements for accessible seating as well as who is qualified to sit there. They will also review the requirements for how accessible seating tickets must be sold, held and released, whether that’s by the venue itself or a third-party ticket seller. Brain Injury Awareness Month Proclamation – March 2025

March, is Brain Injury Awareness Month, when we help raise awareness around the full spectrum of brain injuries, from mild concussions to sever traumatic brain injuries (TBIs). Each year, millions of people experience some type of brain injury and begin their journey to recovery. This month serves as an opportunity to provide education, support and raise awareness for those impacted. Nearly 450 individuals are enrolled in the New Jersey student loan redemption program designed for healthcare, behavioral health, and social services professionals serving individuals in their homes and communities. These professionals provide essential services to individuals with medical needs, mental health conditions, or disabilities. The Home and Community-Based Services Provider Loan Redemption Program offers eligible workers up to $50,000 in student loan relief in exchange for one year of service at an approved home- and community-based services provider agency or as a self-directed employee. “New Jersey’s home and community-based services workforce plays a vital role in supporting our residents with the most need,” Human Services Commissioner Sarah Adelman said. “Through this loan redemption program, we are investing in our dedicated professionals, helping them alleviate student debt while enhancing the care and services we provide to those with disabilities, mental health needs, and medical conditions. NJTIP @ Rutgers – Travel Instructions for People with Disabilities and Older Adults

Since 2005, NJTIP has worked with government agencies, community agencies, schools, and other organizations to teach travel skills to more than 15,000 individuals. Travel Instruction teaches people how to travel safely and independently using public transportation such as buses, trains, light rail, community transportation, and ride-share systems. NJTIP training is available online on many platforms and offered onboard many modes of transportation. NJTIP customers learn how to read bus and train schedules, plan their trips, pay their fares, and take safety precautions when traveling. After completing their training, customers can travel on their own to reach work or school, shopping malls, and medical appointments, to visit friends and family, or go to other places they enjoy. Did you know that on the Disability Information Hub (DIH) homepage you can click on the Resources by Disability Community tab and the third option in the dropdown menu will be Blind, Visually Impaired, and Deafblind? The Commission for the Blind and Visually Impaired (CBVI) provides education, employment, independent living, and eye health services to individuals who are blind or visually impaired, their families, caregivers, and the community. Individuals may be eligible for CBVI services if they are experiencing a visual impairment that is affecting their ability to perform daily life activities such as reading, completing schoolwork, watching TV, cooking, maintaining their home, getting and keeping a job, or even going for a walk in their community.

Murphy Administration Launches Online Trail Users Survey as Part of Effort to Ensure Improved Access to Trails

The New Jersey Department of Environmental Protection and New Jersey Department of Transportation have launched an online Trail Users Survey as part of the Murphy Administration’s efforts to expand and improve the public’s access to safe, inclusive outdoor recreation and active transportation opportunities throughout the state. The survey’s purpose is to help NJDEP and NJDOT better understand the needs, priorities, and impact of New Jersey’s existing and potential trail users. The Deadline for this survey is March 31st.

You should take the survey if:

  • You use New Jersey’s trails.

ADA National Network Presents Two New Facts Sheets

The ADA National Network is happy to announce the release of two new fact sheets in collaboration with the Pacific ADA Center. Both are available in English and Spanish. Printer-friendly PDF and Large print PDF versions are also linked within the facts sheets.

The first is “What is a Service Animal?” fact sheet, which gives an overview of frequently asked questions and important things to know about service animals.

The second is “Accessibility of Sidewalk Dining, Retail, and Community Spaces” fact sheet. This gives an overview of how outdoor accessibility for people with disabilities is important for health, safety, and creating a sense of community.

NJ Transit Announces New Customer Experience Enhancements at Key Transit Hubs: Newark Penn Station, Penn Station New York, Trenton Transit Center and Walter Rand Transportation Center

On February 27th, at Newark Penn Station, NJ TRANSIT President & CEO Kris Kolluri announced the launch of several initiatives designed to immediately improve the customer experience. The Customer Care Ambassador pilot program will deploy Customer Care teams, made up of NJ TRANSIT employees wearing bright orange shirts and vests, at Newark Penn Station and Penn Station New York to provide information and support for customers during weekday peak travel periods (6-10 a.m. and 3-7 p.m.). Additionally, Station Care teams, with employees in bright yellow shirts and jackets, will be utilized to increase the frequency of cleaning at Newark Penn Station, Penn Station New York, Trenton Transit Center and Walter Rand Transportation Center in Camden. Human Services, Office of the Attorney General, & Motor Vehicle Commission Announce Efforts to Assist Law Enforcement when Interacting with Residents with Autism & Communication Disorders – Drivers’ License Designation Now Available for Residents to Indicate Disability Status

Human Services Commissioner Sarah Adelman, State Attorney General Matthew J. Platkin, and Acting Motor Vehicle Commission Chief Administrator Latrecia Littles-Floyd today announced new efforts underway to assist law enforcement officers to communicate effectively and avoid misunderstandings during encounters with individuals who have autism spectrum disorder (ASD) or a communication disorder. The officials held a press conference at the Hunterdon County Historic Courthouse where they announced the release of new guidance to help law enforcement identify individuals with ASD or a communication disorder so they can adjust their communication approach as needed; and unveiled the new designation available to individuals with ASD or a communication disorder who want to indicate their diagnosis on their driver’s license or non-driver ID. They were joined by Hunterdon County Prosecutor Renée Robeson, Hunterdon County Chief of Detectives Timothy Drew, Hunterdon County Sheriff Frederick W. Brown, local Hunterdon County Chiefs of Police, and representatives from Hunterdon Medical Center and The ARC of Hunterdon.

The marking will appear as the number 5 in the Restrictions section on the license or ID. The NJMVC also will issue the individual a Code 5 Description Card — a “Pink Card” (example pictured below)— that they must carry with their license or ID.  The “Pink Card” will indicate if the person has ASD, a communication disorder, or both. This will help law enforcement identify individuals with these disorders, and allow officers to adjust their communication as appropriate for the ease and safety of both parties. Celebrating National Cerebral Palsy Awareness Month 2025

Tomorrow, March 1st, is the first day of Cerebral Palsy Awareness Month. Over 1 million people in the U.S. are living with cerebral palsy, and approximately 10,000 babies are diagnosed every year. During the month of March, individuals living with cerebral palsy, as well as family members and activists, come together to advocate for the cerebral palsy community. The goal is to push for positive change in education programs, the health care system, and the job market to provide more opportunities to those living with this condition. Join Brain Injury Alliance of New Jersey for a FREE webinar from 12:00 p.m. – 1:00 p.m. Presenters will discuss the potential for changes in physical, cognitive, emotional, and social functioning after brain injury and how these impact current and new relationships.  They will highlight the importance of communication in expressing wants, needs, and expectations to navigate new or existing relationships. As announced in a February 21 press release (comunicado de prensa del 21 de febrero), the Department of Human Services (DHS), in partnership with the Motor Vehicle Commission (MVC) and the Office of the Attorney General, has launched the driver’s license/State ID designation for individuals with autism spectrum disorder and/or a communication disorder and accompanying law enforcement guidance.

REMINDER! DDD Second Annual Choking Prevention Awareness Month

March 28 is National Choking Prevention Awareness Day. Expanding on this single day, the DDD Resource Team will dedicate all of March 2025 to raising awareness about the risk of choking for people with intellectual and/or developmental disabilities (IDD), regardless of diet texture or consistency.

In-person trainings will be held for provider staff from 10 AM to 2:30 PM on Tuesday, March 11 and Thursday, March 27. The in-person trainings will be held at 5 Commerce Way in Hamilton (where the Division of Mental Health and Addiction Services is located).

Kessler Foundation in Partnership with Overlook Medical Center is First in NJ to Implant Novel Spinal Stimulator

The Tim and Caroline Reynolds Center for Spinal Stimulation at Kessler Foundation is proud to announce the implantation of a spinal cord epidural stimulator in an individual with paralysis, marking a significant advancement in spinal cord injury treatment and rehabilitation. The surgical procedure was funded by the Joseph and Cheryl Marino Family Foundation and performed by neurosurgeon Robert F. Heary, MD, at Overlook Medical Center in Summit, NJ, part of Atlantic Health System, home of the Atlantic Neuroscience Institute.

This groundbreaking procedure, combined with intensive training, has the potential to improve individuals’ motor and autonomic function.

This protocol is part of an NIH-funded exploratory and development research study through The BRAIN Initiative to investigate bladder function and locomotor ability in individuals who have lived with spinal injury for less than 12 months. Once implanted, the device delivers electrical impulses directly into the spinal cord that potentially allow individuals to regain critical bodily functions, prospectively improving bladder function, motor control, and quality of life. Human Services, the Attorney General’s Office and the Motor Vehicle Commission (MVC) will announce new efforts to assist law enforcement during interactions with individuals who have autism spectrum disorder (ASD) or a communication disorder.

NEW! Webinar on Upcoming Transition of VF/EA Self-Direction Model from PPL to Acumen

Acumen Fiscal Agent, the new fiscal intermediary for the DDD Vendor Fiscal/Employer Agent (VF/EA) Self-Direction Model, will provide an overview webinar about the upcoming transition of the VF/EA Model from PPL to Acumen. The primary audience for this webinar* is individuals and families who have one or more Self-Directed Employees (SDE) and/or vendor services (for example, Goods & Services) that are paid through Public Partnerships, LLC (PPL), as well as support coordinators and supports brokers. A recording of the webinar will be available afterward for those unable to attend.

*The upcoming transition to Acumen does not impact individuals participating in the Agency with Choice Self-Direction Model through Easterseals New Jersey.


Peer EDUcation Series Webinar for Adults with Disabilities

The Division of Developmental Disabilities (DDD) and The Boggs Center are pleased to announce the first Peer EDUcation Series webinar for adults with disabilities, Sharing Strengths: Peer Education and the Lived Experiences of Self-Advocates.

This inaugural webinar will discuss the Peer EDUcation Series and include insights from adults with disabilities who use their experiences to guide and support others through their work as peer educators. It will also discuss the Personal Preference Program (PPP) and explore how it can be a helpful resource for people with disabilities in New Jersey.


New Bulletin from DHS Office of Licensing

On February 13, 2025, the Department of Human Services Office of Licensing (OOL) issued a new information bulletin, History of Service Provision to Operate Licensed Residential Settings. The bulletin, available on the Office of Licensing web page, clarifies the service experience requirement for agencies seeking initial licensure.

New Jersey H5N1 (Bird Flu) Website

The State of New Jersey maintains H5N1 – Bird Flu, a website where people can access up-to-date information about H5N1, the influenza virus that causes avian influenza or “bird flu.” The website has links to information from the New Jersey Departments of Health, Agriculture, and Environmental Protection, as well as links to information from federal resources.

It is important to note there are no reported cases of human infection with the avian influenza virus in New Jersey and no detection of the virus in New Jersey domestic poultry or cattle.

Human Services Seeks Proposals to Expand PACE to Serve Older Adults in All 21 Counties

On Friday, February 14th, 2025, Human Services issued two requests for proposals to establish a Program of All-Inclusive Care for the Elderly (PACE) in Hunterdon County and in Morris, Sussex, and Warren Counties, the remaining counties currently without a PACE program. PACE is an innovative program that provides individuals 55 years of age or older with comprehensive medical and social services. The care is coordinated and provided by an interdisciplinary team of professionals in a community-based center and in their homes. PACE provides its participants with all services covered by Medicare and Medicaid, without the limitations normally imposed by these programs. To participate in the program, an individual must be 55 years of age or older, meet clinical eligibility, be able to live safely in the community at the time of enrollment (with the help of PACE services), and must reside in the service area of the program.

New Jersey offers a variety of programs and resources for older adults. This page contains information about supports for older adults, including:

  • Medical coverage and pharmaceutical support programs such as PAAD/Senior Gold, MLTSS, and Medicare Savings Programs
  • Personal Care Assistance Programs
  • Area Agencies on Aging and the Aging and Disability Resource Connection
  • Congregate Meal Programs

Share Your Experience with the Kessler Foundation

The Kessler Foundation has embarked on a strategic plan to continue to best meet the specific needs of all individuals who interact with the Kessler Foundation website. To this end, the organization is looking for participants who are deaf-blind and/or blind to review their website as they look to update and revise the site. If interested, your participation is requested in an online study that allows their moderators to interact with you virtually over the course of a three-day period. All you have to is answer a daily prompt over three days from the convenience of your home, office, or wherever you are! It will only take 30 minutes of your time each day.  This research will help Kessler gain a deeper, more nuanced understanding of your goals, pain points, and wants and needs, so that they can provide you with the best website experience possible.

The study will run for three consecutive days from 2/25/25 – 2/27/25, but please note that the study will be open for 14 days because they understand that life happens. You will have from 2/25/25 – 3/10/25 to complete all activities. NJ Human Services Opens Fourth Round of Grant Funding to Create Inclusive and Healthy Communities for Individuals with Disabilities

$3.5M in Grants Available to Non-Profits, County and Municipal Governments

On Thursday, February 13th, 2025, New Jersey Human Services announced that non-profits and local county or municipal government agencies can now apply for the 2025 Inclusive Healthy Communities Grant Program (IHC) to help communities across New Jersey support the health and well-being of individuals with disabilities where they live, work, learn and play.

First launched in January 2021, the IHC Grant Program is an initiative spearheaded by the Human Services’ Division of Disability Services (DDS) to support communities and ensure that the voices and needs of people with disabilities are included in healthy community planning. A core principle of the IHC grant program is the concept of advancing policy, systems and environmental change. The grantees work towards systemic change. The Bloustein School of Planning and Public Policy at Rutgers University partners with DDS to manage the program and provide technical assistance to grant recipients in implementing projects across New Jersey.

Applicants can submit proposals for grants up to $250,000, which will fund efforts for two years, contingent upon available funding. Funding cannot exceed $125,000 per year. A total of $1.75 million in funding is expected to be awarded each year, totaling $3.5 million over the course of the two-year grant period. Applicants must submit proposals that address capacity building activities as well as implementation activities. The purpose of capacity building is to grow and advance collaborative partnerships; incorporate disability inclusion into existing healthy community planning efforts to identify key priorities; and develop strategies that will result in lasting change in the community.

Interested applicants are required to submit a letter of intent to apply by 5 p.m. on Feb. 14HERE. Upon submission, applicants will be able to access the full application through the online portal and be able to submit their proposal.

REMINDER! DDD Second Annual Choking Prevention Awareness Month

March 28 is National Choking Prevention Awareness Day. Expanding on this single day, the DDD Resource Team will dedicate all of March 2025 to raising awareness about the risk of choking for people with intellectual and/or developmental disabilities (IDD), regardless of diet texture or consistency.

In-person trainings will be held for provider staff from 10 AM to 2:30 PM on Tuesday, March 11 and Thursday, March 27. The in-person trainings will be held at 5 Commerce Way in Hamilton (where the Division of Mental Health and Addiction Services is located).

Human Services & Rutgers University Launch Scholarship, Mentoring, & Training Programs to Recruit and Retain More Certified Home Health Aides

As part of continued efforts to grow New Jersey’s home and community-based services workforce, the Department of Human Services has partnered with the John J. Heldrich Center for Workforce Development at Rutgers, The State University of New Jersey to offer scholarships to individuals interested in becoming certified home health aides (CHHAs) and provide specialized training to supplement the skills of those currently in the field. The Certified Home Health Aide Career Program will offer scholarship, mentoring, and specialized training programs to help recruit and support current and future CHHAs.

Individuals can apply for these programs here. Applications will be accepted until all spots are filled.

As part of its partnership with the State, Rutgers launched a website where applicants can access a resource toolkit to learn more about becoming a CHHA. The website also includes helpful links for aspiring CHHAs and a career pathway guide for CHHAs interested in pursuing additional certifications or degrees in the direct care and health care fields. This page provides guidance on how to navigate the process of transitioning to higher education or employment, including:

Tuesday, March 4th –  Elevating Caregiver Wellness: The Power of Emotional Intelligence

Thursday, February 20th –  The NJ Law Against Discrimination in Places of Public Accommodation

Join the NJ Division of Civil Rights (DCR) from 9:30 a.m. – 11:30 a.m. for a FREE webinar, open to the public. All New Jersey residents have the right to be in public spaces without experiencing discrimination. This training will provide an overview of what places of public accommodation are and are not, and how the New Jersey Law Against Discrimination (LAD) regulates these entities. Through case studies and other interactive exercises, participants will examine topics including disparate treatment, disparate impact, sexual harassment and other types of hostile environment harassment, reasonable accommodations, and assistance animals.

Caregivers of individuals with disabilities serve an important role as part of the care team, providing support with daily activities and in many cases serving as a coordinator of other support services, like healthcare. Caregivers themselves need supports to prevent them from burning out. This section of the DIH provides details about programs that help educate caregivers, give them breaks from providing care, and connect them with other caregivers to provide mutual support.

New Jersey Selected to Participate in New Transforming Maternal Health Model by Centers for Medicare and Medicaid Services

New Jersey Human Services announced that it has been selected as one of 15 state Medicaid agencies to participate in the Centers for Medicare and Medicaid Services’ new Transforming Maternal Health (TMaH) model.

The 10-year program includes up to $17 million in federal funding and will support New Jersey’s efforts to develop a whole-person approach to pregnancy, childbirth, and postpartum care that addresses the physical, mental health, and social needs experienced during pregnancy, with the ultimate goal of reducing disparities in access and treatment for Medicaid members.

“We are thrilled that New Jersey’s Medicaid program was selected for the Transforming Maternal Health Model. Under Governor and First Lady Murphy’s leadership, New Jersey has emerged as a national leader in transforming maternal and infant care, and the state’s Medicaid program has been integral to advancing and transforming perinatal care and outcomes. Participation in the TMaH model ensures our progress can continue over the next decade with federal funding and support,” Commissioner Sarah Adelman said.

“With tens of thousands of babies born each year under Medicaid, I am thrilled New Jersey was selected to participate in this 10-year program with the potential to help countless mothers through their pregnancies. This funding will build on the progress that we have made over the past seven years and keep New Jersey at the forefront of maternal and infant health care,” First Lady Tammy Murphy said. “I am grateful to the Biden-Harris Administration for their unwavering commitment to prioritizing mothers and babies across the nation. New Jersey Leads Challenge to Unconstitutional Trump Executive Order Ending Birthright Citizenship

Attorney General Matthew J. Platkin announced he is leading a challenge to President Donald Trump’s executive order ending birthright citizenship, which violates the constitutional rights to which all children born in the United States are entitled.

“President Trump’s attempt to unilaterally end birthright citizenship is a flagrant violation of our Constitution,” Attorney General Platkin said. “For more than 150 years, our country has followed the same basic rule: babies who are born in this country are American citizens. New Jersey is a proud state of immigrants, and we benefit tremendously from the contributions of birthright citizens—in our state and across the country. State Attorneys General have been preparing for illegal actions like this one, and today’s immediate lawsuit sends a clear message to the Trump Administration that we will stand up for our residents and their basic constitutional rights.”

“The Constitution could not be more clear: citizenship of children born in the United States does not depend on the citizenship of their parents. That principle is fundamental to who we are as a nation and what it means to be an American,” Governor Phil Murphy said. “Yesterday’s announcement about birthright citizenship flouts the Constitution and will needlessly harm families who are lawfully present in the United States until it is inevitably overturned by the courts. We will not waver in our efforts to protect the rights of all who call New Jersey home.”

$30 Million Program to Strengthen Food Security and Access in Food Desert Communities

The New Jersey Economic Development Authority approved the creation of the Food Equity and Economic Development in New Jersey
(FEED NJ) Pilot Program
, a $30 million competitive grant program that will support food security projects in New Jersey’s Food Desert Communities (FDCs). Building on the success of the NJEDA’s Atlantic City Food Security Grants Pilot Program, FEED NJ will award grants of up to $500,000 to for-profit and nonprofit entities working to improve residents’ ability to access fresh, affordable, and healthy food.

“Expanding access to healthy and affordable food in every New Jersey community is crucially important to the continued economic security and health of our state,” Governor Phil Murphy said. “The projects that will receive grant funding through FEED NJ will increase availability of affordable food in the communities that need it most, alleviating the strain on families and creating a stronger and fairer New Jersey.”

“Under Governor Murphy’s leadership, the NJEDA is focused on supporting those living in New Jersey’s Food Desert Communities by creating innovative programs that increase access to nutritious, affordable food and support local organizations committed to ending hunger,” NJEDA Chief Executive Officer Tim Sullivan said. “FEED NJ expands the NJEDA’s robust toolkit of programs that bolster food security in the state, improving the well-being of countless families, uplifting communities, and contributing to economic vitality.”

New Jersey Leads National Fight to Protect Health Care Access for DACA Recipients

Attorney General Matthew J. Platkin announced New Jersey is leading an effort by a group of 14 states in defending health insurance access for Dreamers from court challenges.

The states’ motion to intervene came as the Trump Administration threatened to stop granting Dreamers access to Affordable Care Act exchanges.
“Undermining Dreamers’ access to healthcare not only hurts them and their American children, but it harms states like New Jersey too,” Attorney General Platkin said.  We will never back down from fighting for our Dreamers, not matter who is in charge in Washington.”

“New Jersey’s Dreamers make our state strong and vibrant and they should not be deprived of access to basic health care services,” Governor Phil Murphy said. “We must never back down from defending our fundamental values.”

“It is imperative that we act proactively to protect the right to health care for the thousands of DACA recipients in New Jersey, and I commend Governor Murphy and Attorney General Platkin for once again being at the forefront of what is fair and right,” Commissioner Sarah Adelman said. “These are our friends, neighbors and colleagues. They are New Jerseyans who contribute to our state culturally and economically, and should have the right like every other New Jerseyan to purchase health coverage through the ACA. Multisector Plan for Aging Learning Collaborative.

Seven states, including New Jersey, have been selected to participate in the Multisector Plan for Aging Learning Collaborative. Human Services is leading the New Jersey team in this national learning community, led by the Center for Health Care Strategies, which is helping states advance multi-year, cross-sector planning efforts to ensure that the needs of older adults, people with disabilities, and their family caregivers are met over the coming decade.

Now in its third year, 27 state teams from across the country have participated in this unique learning opportunity launched in 2022. The initiative is made possible by The SCAN Foundation, West Health, the May & Stanley Smith Charitable Trust, and The Henry and Marilyn Taub Foundation.

The New Jersey State Human Services Police welcomed three new Officers to its ranks. Officer Ben Adam, Officer Aladdin Dahhan and Officer Christopher Holl successfully completed the Mercer County Police Academy.

Officer Adam was awarded the Merit Award. The Mercer County Police Academy Merit Award is given to graduates who demonstrate exceptional leadership and scholarship.  Also, Officer Dahhan was nominated by his fellow recruits to present a speech as the class speaker.  Learn more HERE.

African Americans with Disabilities in Honor of Black History Month

Tomorrow, February 1st, is the beginning of Black History Month. Black disabled history is an aspect of Black history, which also informs world history. Black History Month is officially celebrated every year in the U.S., Canada, Ireland, and the UK. During this month, we celebrate the achievements of Black leaders throughout history, and while many of these leaders also had a disability, that aspect is often minimized or overlooked. Black disabled people are marginalized (often several times over), and more prominent awareness of their accomplishments can help drive and inform systemic change for the current and future generations of disabled people around the world.

NJ Press Release: New Jersey Launches Innovative IRS Direct File Program

On January 28th, Governor Phil Murphy announced that New Jerseyans can now start using IRS Direct File for the 2025 tax filing season. The online tax filing tool, which is available to New Jerseyans for the first time, offers live chat support and provides taxpayers with a FREE, easy, accessible, and secure way to file their federal and state individual tax returns – it is estimated that more than one million New Jerseyans will be eligible to use Direct File. New Jerseyans may qualify to use IRS Direct File this tax season if they have lived in New Jersey for all of 2024, earned all of their 2024 income in New Jersey, and plan to use the same filing status for both their federal and state income tax returns. Residents can find out if they are eligible at DirectFile.IRS.gov.

IRS Direct File will be available in English and Spanish, and works on mobile devices, tablets, and personal computers. The tool also offers dedicated live chat support to answer questions that tax filers may have (Monday – Friday, 7 a.m. to 10 p.m. Eastern time). Read the Full Press Release


The Department of Human Services’ Division of Aging Services: Listening Session

On Wednesday, February 12th, from 2:00 p.m. – 4:00 p.m., the Department of Human Services’ Division of Aging Services will hold a listening session to allow New Jersey residents to provide input into the state’s plans for services to older residents and their caregivers for 2025 – 2029. The State Plans on Aging detail service needs, establish priorities, and outline how each state plans to utilize federal Older Americans Act and state funding to accomplish its goals. Anyone interested in aging issues may attend the session.

Governor Murphy and AG Platkin Announce Recipients of $14.5 Million in Grant Funding for Violence Intervention and Prevention Work

Governor Phil Murphy and Attorney General Matthew J. Platkin announced on Thursday, January 23rd, 2025, that up to $14.5 million in grant funding will be distributed to twenty-seven (27) organizations to support New Jersey’s Community-Based Violence Intervention (CBVI) Program. Funding for this initiative has been made possible through the State’s Fiscal Year 2025 Budget, primarily from the Cannabis Regulatory, Enforcement Assistance, and Marketplace Modernization Fund, as well as through federal American Rescue Plan funds. To date, the Department of Law and Public Safety’s total commitment to community violence intervention efforts, which includes CBVI, Hospital-based Violence Intervention Programs, and Trauma Recovery Centers, now nears $130 million. CALL FOR SUBMISSIONS: 9th Annual “Healing Voices: Caregivers’ Stories on Stage

New Jersey professional and family caregivers are invited to submit all forms of creative writing, including prose, poetry, and theatrical pieces that reflect the theme of caregiving or the personal healing experience. Selected pieces will be woven together by professional theatre artists into an evening of readings celebrating, exploring, and bearing witness to the caregiving experience. All entries must be original works and must not have previously been published. All pieces should reflect the theme of caregiving, in whatever way resonates with the writer. Pieces that explore the personal healing experience will also be considered.

Anyone who identifies as a caregiver is invited to submit their writing by February 14, 2025.

2025 Signature Employment Grant Cycle Opens!

Signature Employment Grants support innovative solutions with the potential to be replicated by public or private organizations. For our 2025 Signature Grants, Kessler Foundation is inviting proposals for groundbreaking employment projects from tax-exempt organizations operating in states with some of the lowest employment participation rates for people with disabilities and represent areas where targeted interventions can have a transformative impact. January is Glaucoma Awareness Month

Glaucoma is a leading cause of vision loss and blindness in the United States, and it’s actually a group of diseases where pressure (usually) builds up and damages the eye’s optic nerve. As many as half of people with glaucoma don’t know they have it. Glaucoma has no early symptoms. The only way to check for it is to get a comprehensive dilated eye exam. There’s no cure for glaucoma, but starting treatment as early as possible can help stop vision loss. Anyone can get glaucoma, but some people are at higher risk, including people who:

  • Are over age 60
  • Are Black/African American and over age 40
  • Are Asian American
  • Are Hispanic/Latino
  • Have a family history of glaucoma

National Glaucoma Awareness Month reminds all of us to get regular eye exams and show support for those suffering. Speak with your healthcare provider to make an appointment or to get more information.

Transition to Adulthood for Young Adults with Developmental Disabilities: A Timeline for Parents

The Boggs Center provides information and training to help people with developmental disabilities and their families navigate complex systems of support and advocate for the lives they want. Transitions occur in many areas of life as adolescents become young adults. These transitions might include movement from school to work or postsecondary education, the shift from pediatric to adult health care, and leaving the family home. For students with disabilities, preparation for transition should begin by age 14 and focus on academic instruction, community experiences, employment, daily living skills, and exploration of supports needed for success in adult life. This timeline identifies considerations in planning for transition by age, from 14 to the end of your child’s educational entitlement at 21 with a one-page overview of:

The DCA is accepting pre-applications to be added to the SRAP waiting list through Friday, Jan. 31, 2025. You can be submit a pre-application online 24 hours a day by going to the Waitlist Check site. To apply, a person must be a New Jersey resident who is 18 or older (or an emancipated minor), and must meet SRAP income and eligibility requirements.

Submission of an SRAP pre-application does not guarantee placement on the SRAP waiting list. SRAP pre-applications are selected through a lottery process and every pre-application successfully submitted during the open enrollment period has a chance of being selected during the lottery.

Please note that DDD-funded rental subsidies, issued through the Supportive Housing Connection, are meant to be a bridge program until an individual can access a federal, state, or local housing assistance program. Individuals who are receiving a DDD-funded rental subsidy through the Supportive Housing Connection should complete an SRAP pre-application.

NJ Human Services Opens Fourth Round of Grant Funding to Create Inclusive, Healthy Communities

The NJ Division of Disability Services (DDS) is pleased to announce that non-profits and local county or municipal government agencies can now apply for Cohort 4 of the Inclusive Healthy Communities Grant Program (IHC) to help communities across New Jersey support the health and well-being of individuals with disabilities where they live, work, learn and play.

Launched in January 2021, the IHC Grant Program is an initiative spearheaded by the Division of Disability Services (DDS) to support communities and ensure that the voices and needs of people with disabilities are included in healthy community planning.

A core principle of the IHC grant program is the concept of advancing policy, systems and environmental change. The Bloustein School of Planning and Public Policy at Rutgers University partners with DDS to manage the program and provide technical assistance to grant recipients in implementing projects across New Jersey.

Applicants can submit proposals for grants up to $250,000, which will fund efforts for two years, contingent upon available funding. Funding cannot exceed $125,000 per year. A total of $1.75 million in funding is expected to be awarded each year, totaling $3.5 million over the course of the two-year grant period. Applicants must submit proposals that address capacity building activities as well as implementation activities. The purpose of capacity building is to grow and advance collaborative partnerships, incorporate disability inclusion into existing healthy community planning efforts to identify key priorities, and develop strategies that will result in lasting change in the community.

Interested applicants are required to submit a letter of intent to apply by 5 p.m. on Feb. 14.
Proposals must be submitted by 5 p.m. on March 7.

National Law Enforcement Appreciation Day 2025

Law Enforcement Appreciation Day is celebrated nationwide every year on January 9th. Please read the message below form NJ Human Services Commissioner, Sarah Adelman, and remember to thank a law enforcement worker today!

On this Law Enforcement Appreciation Day, I want to highlight the dedicated men and women of the New Jersey State Human Services Police. Every police officer, security officer and civilian member of the Human Services Police has answered a call to public service that is demanding and at times dangerous.

 The history of the Human Services Police dates back more than a century but the mission remains the same. They serve our most vulnerable citizens with respect and dignity, and are committed to protecting life and property within our Human Services community. Their work goes beyond traditional law enforcement duties, and I commend their sense of duty to those in our society who are most at risk.

 There is no greater honor than public service, and I am grateful for every officer who has taken on the responsibility of serving and protecting the most vulnerable amongst us.

 As we observe Law Enforcement Appreciation Day, I want to extend my respect and deep gratitude to these officers and their families for their sacrifice and their dedication to the people we serve.

Disabled Veteran – Purple Heart Recipient Placards

 New Jersey law (N.J.S.A. 39:4-207.10) permits exemption from payment of municipal parking meter fees, for up to 24 hours, for disabled veterans and Purple Heart recipients under certain, specific circumstances:

  • The parked vehicle is owned by the disabled veteran or the Purple Heart recipient.
  • The disabled veteran or Purple Heart recipient is the driver or a passenger in that vehicle.
  • The vehicle displays a unique placard issued by the MVC.

A disabled veteran or Purple Heart recipient placard affords the vehicle owner the same privileges as the license plates. An applicant for a placard must be the owner of the vehicle in which the placard is to be used, and the placard can only be used by the owner if that owner is the driver of the vehicle or a passenger in it. Thursday, February 6th –  Assistance Animals: Navigating the Rights of People with Disabilities

In New Jersey, housing providers, employers, and places of public accommodation are required to modify or make exceptions to their policies governing animals in order to accommodate people with disabilities. In this FREE webinar from 9:30 a.m. – 11:00 a.m., the NJ Division on Civil Rights (DCR) representatives will clarify what the New Jersey Law Against Discrimination says about assistance animals, and answer some of the questions we frequently hear from members of the public. Through case studies and discussion, participants will learn about their rights and obligations under the law regarding service animals and emotional support animals.        

NOTE: DCR does not allow participants to join a training if they arrive more than 30 minutes after the start time.

Information and Referral Services

DDS Information and Referral Services Team connects callers to live, professionally certified, Community Resource Specialists specifically trained in disability services, who:

  • Inform and educate on services available statewide
  • Screen for appropriate services and supports
  • Assist in navigating and connecting to programs and services based on individualized needs
  • Attend disability-related community events and speaking engagements throughout the state
  • Work in partnership with some benefit programs such as NJ WorkAbility and Managed Long Term Services and Supports (MLTSS)

Nationally Certified Community Resource Specialists (CRS) are available during regular business hours, Monday through Friday (9am – 5pm), to provide information and assist with navigating State and County Services available to individuals with disabilities. In addition to providing live assistance over the phone, Community Resource Specialists attend public events throughout the State to disseminate information and answer questions.

REMINDER: NJ Department of Labor and Workforce Development Announces
New Benefit Rates for 2025

 New maximum benefit rates and taxable wage bases for Unemployment Insurance, Temporary Disability Insurance and Family Leave Insurance, as well as a change in the maximum Workers’ Compensation benefit rates for temporary disability, permanent total disability, permanent partial disability and dependency took effect on Wednesday, January 1st, 2025. In the new year, the maximum weekly benefit rate for Unemployment Insurance claims will increase to $875, from $854. The maximum weekly benefit rate for state plan Temporary Disability and Family Leave Insurance claims increases to $1,081, from $1,055; while the maximum weekly Workers’ Compensation benefit rate for temporary disability, permanent total disability, permanent partial disability and dependency rises to $1,159, from $1,131. REMINDER! DHS Direct Care Workforce Public Listening Sessions, Jan. 2025

Direct care workers provide vital care and daily assistance to older adults, individuals with disabilities, and individuals with behavioral health challenges. These workers, which include direct support professionals, certified home health aides, personal care attendants, and many other roles, provide important assistance that allows individuals to live, work, volunteer, and participate in their communities.

As part of the state’s efforts to support those engaged with the direct care workforce, the New Jersey Department of Human Services will be hosting a series of three public listening sessions. These sessions are an opportunity for individuals to speak about their needs, challenges, and successes as direct care workers and employers, or as individuals who receive direct care services. These listening sessions may help the Department develop new policies and programs to support those working in the field, as well as those who are employers and those receiving services.

Three different sessions will be hosted via Zoom, as follows:

  • January 14 at 5 p.m. – Direct Care Workers
  • January 15 at 5 p.m. – Direct Care Employers
  • January 16 at 5 p.m. – Direct Care Consumers
