			<h3>Background</h3>
<p>In 2019, the New Jersey Council on Developmental Disabilities (NJCDD) conducted an Assistive Technology Summit and issued a <a href="https://njcdd.org/wp-content/uploads/Assistive-Technology-Summit-Report-12-4-2019.pdf">report</a>. Shortly after completion, the COVID-19 pandemic initiated a shutdown that delayed efforts to address the report&rsquo;s recommendations.</p>
<p>As part of NJCDD&rsquo;s 2025 work plan, attendees of the 2019 Assistive Technology Summit, and new partners were gathered. Partners discussed advancements and challenges and made recommendations.</p>

<strong>Reality:</strong> Devices like Pepper the Robot are tools that can help people with disabilities live better lives. These tools are not meant to replace people. <p>Misunderstandings about technology are common. JSDD&rsquo;s Life/Home/Tech project looks at how technology is really used to help people with disabilities be more independent. Some people worry that technology will replace human connection or that individuals will not be able to use the tools they are given. To address these concerns, the Summit partners recommended clearing up these misunderstandings. It can be used in ways that protect privacy and dignity. A key message from the Technology Summit was that smart home technology does not always mean cameras in the home. 			<p>New Jersey is a diverse state, with residents from many different cultures and backgrounds. However, navigating a complex developmental disabilities service system can be challenging for those from diverse backgrounds, who don&rsquo;t speak English, or simply don&rsquo;t know where to start. The NJCDD is working with diverse groups across the state to build toward more culturally-competent supports for all New Jersey residents.</p>
<p>In this discussion of our &ldquo;New Jersey is My Home Too&rdquo; panel series, delivered entirely in Spanish, Javier Robles sits down with New Jersey residents Kevin N&uacute;&ntilde;ez, Iris Rivera, and Suri Hernandez to share some of the challenges and solutions they&rsquo;ve encountered while seeking culturally appropriate and accessible disability services for themselves and their loved ones.</p>

			<p data-raofz="16">In 2022, the National Association of Councils on Developmental Disabilities (NACDD) announced that it was awarded a five-year grant for a national Community of Practice (CoP) grant focused on improving aging services for individuals with intellectual and developmental disabilities (ID/DD), as well as their aging families. The CoP will be made up of 15 States and/or Territories through grants made available by the Administration for Community Living at the United States Department of Health and Human Services.</p>
<p data-raofz="16">New Jersey is one of seven grants to States and/or Territories that have been awarded to date.</p>
<p data-raofz="16">As health care technology and services have improved, individuals with ID/DD are living longer and healthier lifespans that are close or equal to those individuals without ID/DD, however, evidence has shown that aging programs at both the State and Federal levels have not been prepared to provide suitable services to the ID/DD population.</p>
<p data-raofz="16">The Bridging ID/DD and Aging grants bring together State Councils on Developmental Disabilities, State Developmental Disability Agencies, State Aging Agencies, and other State and/or Territory partners through State Alliance Teams (SATs) to give States and/or Territories the opportunity to develop best practices, systems change, policy change, and other types of changes and training that can be replicated across the country that will enhance and improve aging services to individuals with I/DD and their families.</p>

			<p>The New Jersey Bridging Aging and Disability Network has partnered with a robust group of State Alliance Team (SAT) members to build relationships and coalesce SAT members around a shared vision of increased understanding of services, break down silos, and improve access/service delivery for individuals with IDD who are aging and their families.&nbsp; Through initial meetings, the team has established the groundwork for collaborative efforts through education and partnership sharing with all SAT members.&nbsp; The team has set goals, action steps and activities through quarterly meetings. Each of the SAT members have been tasked with providing additional educational information about their service area in order for other SAT members to learn about the scope of services and supports.&nbsp; A service directory was compiled and disseminated to provide SAT members and the broader community for easier access and understanding of available services and supports.&nbsp; Sharing these resources will build and strengthen relationships within SAT members and help promote the work of the project to all stakeholders.</p>

			<p>The direct service professional (DSP) crisis is the foremost challenge to the long-term services and supports (LTSS) system that serves individuals with intellectual/developmental disabilities (I/DD). Research demonstrating the impact of low wages, limited competency-based training opportunities and career pathways, ineffective supervision, and growth in the need for support across disability and aging sectors have predicted the crisis currently confronting New Jersey.</p>
<p>The New Jersey Council on Developmental Disabilities believes that evidence-based practices must be widely implemented to increase the ability of individuals, families, and employers to recruit, retain, and ensure the competence of DSPs to improve the quality of life and outcomes of supports provided to people with I/DD. A comprehensive approach must address the need to build capacity within the DSP workforce, and should include the following:</p>
<ul>
<li>&bull; Development and implementation of a statewide plan to address the causes that drive the DSP crisis, including low wages, ineffective hiring practices, limited competency-based training and career pathways, poor supervision, and lack of professional recognition.</li>
<li>&bull; Allocation of sufficient funds to establish reimbursement rates that lead to living wages and the benefits necessary to attract and retain qualified DSPs in home and community-based services;</li>
<li>&bull; Adjust rates paid for services to correspond with minimum wage increases and pay DSP&rsquo;s at least 25% above the state&rsquo;s minimum wage; &bull; Adopt the national code of ethics and core competency areas for direct support professionals1 and frontline supervisors2 statewide and align professional development and performance appraisals accordingly.</li>
<li>&bull; Provide credentialing opportunities, career pathways, and ongoing competency-based training and mentoring, embedded in system policies and sufficiently funded to create incentives for DSP participation,</li>
<li>&bull; Develop and implement practices that support Direct Support Professionals to effectively assist people with I/DD to live active, engaged, and valued lives in their communities.</li>
<li>&bull; Ensure careful oversight in self-directed services and ethical administration in provider agencies in order to adequately train, support, recruit, and retain DSP&rsquo;s and to ensure opportunities for mentoring and professional development through worker recognition;</li>
<li>&bull; Evaluate and implement the use of technology as an option for support while simultaneously providing relief to the increased demand for support and support workers.</li>

			<p>Direct Support Professionals (DSP) are indispensable to individuals with I/DD and their families. DSPs provide essential supports necessary for individuals with I/DD to successfully live in our communities. DSPs help individuals with I/DD understand and exercise their right to make choices about their lives. DSP responsibilities are extensive and include supporting medical and behavioral health needs, and teaching workplace, social, and activities of daily living skills. DSPs also provide assistance with personal care and assist with mobility related needs. DSPs are responsible for completing documentation and complying with oversight and training regulations.</p>
<p>A well-trained, fairly-compensated DSP workforce is crucial to providing the necessary supports and services to 30,000 individuals with I/DD where they live and work. Effective, ethical, person-centered supports are the foundation of inclusive community life. State investment together with federal Medicaid match is the primary source of funding for services for people with disabilities and the provider agencies that employ DSPs. New Jersey&rsquo;s current Community Care and Supports Program&rsquo;s Medicaid rate structure, and recently enacted New Jersey minimum wage increases, will exacerbate the workforce crisis created by low wages, lack of affordable health insurance, high turnover (44%), and a shortage of staff (20% vacancy rate).3 Demand for DSPs from private industry and other human services sectors is also high, leading to competition among industries for workers. From 2007 through 2017, the State of New Jersey did not increase the rates paid to licensed providers or individuals/families who self-direct services. These problems have been compounded over three decades, leading to a crisis that presents a grave threat to the lives of individuals with I/DD and their families.4 Approved May 23, 2019</p>

<p>It is the policy of the NJ Council on Developmental Disabilities (NJCDD) to provide timely, meaningful access for individuals with limited English proficiency (LEP) to all programs and activities. All personnel shall provide free language assistance services to LEP individuals whom they encounter or whenever an LEP person requests language assistance services. All personnel will inform members of the public that language assistance services are available free of charge to LEP persons and that the NJCDD will provide these services to them.</p>
<p>&nbsp;</p>
<p>The purpose of this policy is to establish effective guidelines, consistent with Title VI of the Civil Rights Act of 1964 and Executive Order 13166, for NJCDD personnel to follow when providing services to, or interacting with, individuals who are LEP. Following these guidelines is essential to the success of our mission to assure that individuals with intellectual/developmental disabilities (I/DD) in New Jersey, and their families, participate in the design of and have access to needed community services, individualized supports, and other forms of assistance that promote self-determination, independence, productivity, integration, and inclusion in all facets of life through culturally competent programs. It is also crucial to achieve our vision, that all individuals with I/DD, regardless of language or language proficiency, should be participating, equally-included members of their communities who are able to make real choices and have control over their own lives, have the freedom to strive, excel, and make mistakes, are in a position to achieve personal goals and affect policy and process decisions that affect their lives, and have the same rights, privileges, responsibilities, and opportunities of as any other New Jersey resident.</p>

<p>The NJCDD has developed a Language Access Plan to ensure compliance with Title IV of the Civil Rights Act of 1964<a href="#_ftn1" name="_ftnref1"><sup>[1]</sup></a> and Executive Order 13166<a href="#_ftn2" name="_ftnref2"><sup>[2]</sup></a>, to ensure equity for individuals who are LEP, and to achieve our goal of linguistic competence and responsiveness. The National Center for Cultural Competence defines linguistic competence as &ldquo;The capacity of an organization and its personnel to communicate effectively, and convey information in a manner that is easily understood by diverse groups including persons of limited English proficiency, those who have low literacy skills or are not literate, individuals with disabilities, and those who are deaf or hard of hearing. Linguistic competence requires organizational and provider capacity to respond effectively to the health and mental health literacy needs of populations served. The organization must have policy, structures, practices, procedures, and dedicated resources to support this capacity.&rdquo;<a href="#_ftn3" name="_ftnref3"><sup>[3]</sup></a>&nbsp;NJCDD recognizes that language is a crucial aspect of culture.&nbsp; Language is the primary vehicle for communicating one&rsquo;s knowledge, beliefs, attitudes and social expectations. NJCDD defines linguistic responsiveness as supporting the learning, development, understanding, and engagement of people from diverse language backgrounds in the policies, programs and practices of our work in the mode of communication that works best for their participation.</p>

			<p>The New Jersey Council on Developmental Disabilities (NJCDD) will provide timely and meaningful access to all individuals accessing and participating in NJCDD&rsquo;s work. The NJCDD&rsquo;s mission is to assure that individuals with intellectual/developmental disabilities (I/DD) in New Jersey, and their families, participate in the design of and have access to needed community services, individualized supports, and other forms of assistance that promote self-determination, independence, productivity, integration and inclusion in all facets of life through culturally competent programs which includes making all service and program information accessible to individuals who are limited English proficient.</p>
<p>For purposes of this Language Access Plan (LAP), Limited English Proficient (LEP) persons or LEP means individuals who do not speak English as their primary language and who have a limited ability to read, write, speak, or understand English. In addition, this LAP includes accommodations for individuals who have visual or auditory impairments. It also includes individuals who require TTY, TDD, ASL, or IP-Relay. All NJCDD staff will provide free language assistance services to LEP individuals whom they encounter or whenever an individual requests language assistance services. NJCDD staff will ensure that free language assistance services are available to LEP individuals engaging in Council meetings and other activities. All NJCDD staff and Council members will inform the public that NJCDD will provide language assistance services free of charge to LEP individuals.</p>
<p>The purpose of this plan is to establish effective guidelines, consistent with Title VI of the Civil Rights Act of 1964 and Executive Order 13166, for agency personnel to follow when providing services to, or interacting with, individuals who have LEP. In accordance with the Developmental Disabilities Assistance and Bill of Rights Act 2000<a href="#_ftn1" name="_ftnref1"><sup>[1]</sup></a>, the NJCDD develops and implements <a href="https://njcdd.org/njcdd-5-year-planning-2022-2026/">Five-Year State Planning Goals</a> that focus on several areas of significance to the developmental disabilities community including but not limited to: self-advocacy, family training and information, direct support staffing issues, special education advocacy, employment, transportation, health and wellness, and housing. 			<p>NJCDD conducts its work through programs, such as the statewide <a href="https://njcdd.org/the-regional-family-support-planning-councils/">Family Support Planning Councils</a>, operating in all 21 New Jersey counties, providing education and long-term support for families of individuals with I/DD. The <a href="https://njcdd.org/peoplefirstnj/">People First New Jersey</a> chapters help individuals with I/DD speak for themselves, support each other, and make sure their collective voices are heard through local efforts. The <a href="https://njcdd.org/youth-leadership-program/">Youth Leadership Training Programs</a> provide eight, two-hour training sessions. They are state-wide opportunities that teach young people with I/DD a variety of skills needed to help them become better self-advocates.</p>
<p>The NJCDD provides a variety of free resource materials designed to support individuals with I/DD and their families, giving them access to engage with diverse communities. <a href="https://njcdd.org/people-families-magazine/">People &amp; Families</a> magazine is a nationally-recognized publication highlighting organizations, programs, and people who make positive changes for individuals with I/DD and their families. <a href="https://njcdd.org/common-ground/">NJ Common Ground</a> is a publication that reports on information issues impacting students with disabilities with a broad range of stakeholders &ndash; general education teachers, parents, legislators, speech therapists, and others. <a href="https://njcdd.org/eye-on-advocacy-e-newsletter/">Eye on Advocacy is an E-Newsletter</a> that provides important announcements and updates about the Council&rsquo;s activities, grants, and special initiatives. It also includes key information about public policies and other news items. The <a href="https://njcdd.org/njcdd-blog/">Disability Focus Blog</a> highlights important news, legislation, and current events that affect people with I/DD and their families. It gives people from all backgrounds and communities access to important information and the ability to share their experiences and resources.</p>
<p>Another way the NJCDD assists in ensuring equitable access to information is through issuing <a href="https://njcdd.org/applying-for-a-grant/">grant funding</a> to help promote the five-year plan&rsquo;s goals and objectives. Grantees are innovative organizations and programs that provide services to people with I/DD. Each fiscal year, the Council issues and accepts requests for funding proposals from qualified applicants. Grants may be awarded on a single or multi-year basis to address areas of concern raised by individuals with I/DD and their family members from the community, Council members, DD Act Partners, and Council staff. NJCDD&rsquo;s <a href="https://njcdd.org/community-innovation-projects/">Community Innovation Projects (CIP)</a> encourages new and innovative activities designed to bring about meaningful local change with available funding opportunities of up to $10,000.<br>

<p>The NJCDD&rsquo;s Executive Director and staff ensure language access to technical assistance activities. NJCDD&rsquo;s Administrative Assistant ensures that staff and Council members are aware of how to use the Language Line when needed. The Communication Officer ensures that workshop support materials are translated into needed languages. Council staff will ensure that workshops are available in multiple languages as needed. The Fiscal Manager maintains the contract with the Language Line. The Communication Officer ensures that the website is accessible in multiple languages. In coordination with the Communication Officer, Council staff are responsible for ensuring that products developed are translated at least into Spanish, and for considering the need to translate those products into other languages.</p>

			<p>The NJCDD focuses on these five areas of service delivery and programming to ensure access to LEP individuals:</p>

<li>Assessment of individuals and families of individuals with I/DD language access needs and NJCDD&rsquo;s capacities on an ongoing basis.</li>
<li>Translation of vital documents into the LEP languages largely served by the NJCDD as soon as possible but not later than within 1 month of their development (or earlier for vital documents with deadlines, such as dates to apply for programs or requests for proposals) following a specific request. A &ldquo;vital document&rdquo; is defined as outreach and educational materials published by the NJCDD that informs the public about their rights or available training, technical assistance, and support services. This provision also applies to all contractors/vendors/grantees that the NJCDD funds to carry out services to our constituency.</li>
<li>Provision of oral language services through referrals, partnerships with community-based agencies, and the Language Line on an ongoing basis. &ldquo;Oral language services&rdquo; means the provision of oral information as requested in advance and necessary to enable limited or non-English proficiency individuals and their families to access or participate in programs or services offered by the NJCDD.</li>
<li>To enhance the capacity of NJCDD staff to effectively provide language access to and serve LEP individuals.</li>
<li>To conduct ongoing outreach/community engagement activities that target LEP populations served or encountered by NJCDD services and programming. These activities include providing LEP communities with information about the NJCDD&rsquo;s benefits, services and language access plans as well as DD Act Partners and other community resources as identified, and soliciting input/feedback from LEP individuals with I/DD and their families to determine effectiveness of the LAP plan and update it as needed.</li>
</ol>
<p>The NJCDD will consider all circumstances, including the following four factors, when providing language services to individuals requesting LEP services: (1) the number or proportion of LEP persons served in the eligible service population; (2) the frequency with which LEP persons come in contact with our services; (3) existing resources within the community that can provide services; (4) the resources the NJCDD has access to and the costs involved to provide services.</p>

			<p>The NJCDD will adopt a procedure within three months of adopting this LAP for providing oral interpretation services to individuals requesting LEP services. Multilingual signage shall be posted in public contact places asking LEP customers to identify the language they need in physical work spaces as well as during functions of the Council such as conferences, meetings, and training including online platforms. The NJCDD, if feasible, will utilize bilingual personnel for initial interpretation services and may use telephonic interpretation services, contract interpreters, or community or professional services as necessary if appropriate. The NJCDD will maintain a list of its bilingual staff that are willing to provide interpretation services as well as a list of the most common languages encountered in the state. At no time, will the NJCDD allow minors to provide translation/interpretation services, nor expect that the individual or family receiving services to translate/interpret for themselves.</p>
<p>Specifically, the following steps shall be taken in providing interpretation services to individuals requesting LEP services:</p>
<p>Written notice of right to receive free oral interpretation of written materials to LEP groups:</p>
<p>The NJCDD will determine which documents are vital and shall translate the same in the languages of LEP groups who constitute 5% or 1,000, whichever is less, subject to the four-factor test. Multilingual notices will be attached to documents sent to LEP individuals asking if they need to have the documents translated in their language, if needed.</p>
<p>Determination of Written Translation:</p>
<p>The Council Staff will survey staff to identify departmental information that requires written translation based on the Reasonableness Test. Written translations of this information will be available at the NJCDD office.</p>
<p>Written notice of right to receive free oral interpretation of written materials to LEP groups:</p>
<p>A written notice of the right to receive free oral interpretation of written materials, in their own language, shall be provided to LEP groups who meet the 5% threshold but number less than 50.</p>
<p>Office Notice of availability of interpretation/translation services to qualified LEP individuals:</p>
<p>The Council Staff will post a written notice at the NJCDD office as well as on the website informing LEP individuals of the availability of Interpretation/Translation Services. The staff will be surveyed to determine the most common services requested. Notices, in the most common languages identified by staff, will be developed and posted or attached to identified documents.</p>

			<p>Members of the staff, particularly those who are in contact with the public, shall be trained on the agency&rsquo;s language access plan. The agency&rsquo;s Council Staff (or any designated person) shall be responsible for providing the training. The primary purpose of the training will be to impart the necessary background and understanding to implement the objectives of the plan. The initial training of all staff shall take place within three months of adopting the LAP, and refresher training will be provided annually. All new staff will be trained no later than three months from their start date.</p>
<p>The training will cover: (a) the plan; (b) the organization&rsquo;s policy and procedure; (c) the application of the developed information and statistical forms; (d) the complaint/suggestion process; and (e) the reporting requirements of the staff.</p>

<p>The New Jersey Council on Developmental Disabilities (NJCDD) endorses the following statement: <strong><em>People with intellectual and/or developmental disabilities have the same basic legal, civil and human rights as all citizens.</em></strong></p>
<p><strong>Position</strong></p>
<p>The use of physical restraints, seclusion and other aversive techniques have resulted in physical injury, psychological harm, trauma and even death to children and adults with I/DD. The NJCDD believes that the use of physical, mechanical and chemical restraints is inappropriate except in situations of imminent danger of serious physical harm to the individual or others.&nbsp; NJCDD strongly opposes the <strong>inappropriate and/or unnecessary</strong> use of restraints and other aversive interventions.&nbsp; Seclusion should not be used under any circumstances.</p>
<p>It is the further position of the Council that the State, through its applicable agencies, is required to define and prohibit those practices that pose an unacceptable risk of physical, psychological or emotional harm to people with developmental disabilities who reside in State-funded or regulated facilities or who receive State services or public education.</p>
<p><strong>Background Information</strong></p>
<p>The use of physical restraints, seclusion, and other interventions is marked by inequality in power between the person delivering action and the recipient.&nbsp; Such interventions do not address the cause of the problematic behavior, and may create social isolation and trauma through the application of pain or fear.&nbsp; The use of such interventions should be replaced by the application of positive behavioral support within a trauma informed environment. This should include a framework of moral and ethical values that focus on:</p>
<ul>
<li>Improving quality of life,</li>
<li>Ensuring individuals with I/DD have the opportunity to be self-determined,</li>
<li>Recognize behavior as a form of communication,</li>
<li>Implementing interventions that emphasize the development and use of positive skills for greater independence, and,</li>
<li>Making modifications to the context in which problem behavior occurs.</li>
</ul>
<p>Depending upon an individual&rsquo;s age and state educational/service system, different factors apply:</p>
<p><u>Students</u></p>
<p>Students with I/DD are entitled to a free and appropriate public education within the least restrictive environment.&nbsp; These rights are guaranteed under the Individuals with Disabilities Education Act (IDEA).&nbsp; &ldquo;Seclusion refers to involuntarily confining a student alone in a room or area from which he or she cannot physically leave; it does not include a timeout &ndash; a behavior management technique that is part of an approved program, involves the monitored separation of (an individual) in a non-locked setting, and is implemented for the purpose of calming.&rdquo;[1]</p>
<p>The overall use of restraints and seclusion has been reported to disproportionately affect students with disabilities.[2]</p>
<p><u>Adults </u></p>
<p>&ldquo;&rsquo;Restraint Use&rsquo; refers to the restriction of an individual&rsquo;s freedom of movement either partially or totally by physical contact imposed by staff (Personal Control Technique), the application of a physical device (Mechanical Restraint) or through the use of medication (Chemical Restraint).&rdquo;&nbsp; Refer to Division Circular #20.&nbsp; Restraints are further defined as:</p>
<ol>
<li>Approved: Restraints implemented with prior approval and written order, in accordance with the administrative regulations and policies of the appropriate division, or as part of an approved behavior treatment plan.</li>
<li>Unapproved: Restraints implemented without the prior approval/order or not in accordance with the administrative regulations of the Division, or not as part of an approved behavior treatment plan.&rdquo;[3]</li>
</ol>
<p>The NJCDD supports Trauma Informed practices, as well as Positive Behavior Interventions and Support (PBIS), an applied science that uses educational methods to expand an individual&rsquo;s behavior repertoire and systems change methods to redesign an individual&rsquo;s living environment to first, enhance the individual&rsquo;s quality of life and second, to minimize his or her problem behavior. The proactive nature of PBS stands in sharp contrast to traditional approaches, which have emphasized the use of aversive procedures that address problem behaviors with reactive, crisis-driven strategies such as restraints[4].</p>
<p>NJCDD supports the proposed federal legislation &ldquo;Keeping All Students Safe Act&rdquo; (H.R. 7124, 115<sup>th</sup> Congress).</p>

			<h3 style="font-weight: 400;"><b><i>&ldquo;Black Impact Summit: Supporting Individuals with Disabilities&rdquo;</i></b></h3>
<p style="font-weight: 400;">Held at Rutgers University&rsquo;s Douglass campus on June 6, 2024. Funded by the New Jersey Council on Developmental Disabilities (NJCDD), this Summit was a pivotal gathering aimed at addressing and overcoming the barriers faced by Black New Jersey residents with intellectual and developmental disabilities (I/DD), as well as their families, in accessing comprehensive developmental disability support systems in the state.</p>
<p style="font-weight: 400;">The Summit gathered 64 participants, including statewide stakeholders and families, to identify challenges and develop actionable recommendations. The format of the Summit included breakout sessions and discussions focused on six key topics: Education, Employment, Mental Health/Social Services, Family/Self Advocacy, Housing, and Law Enforcement. Through these sessions, participants collaboratively generated strategies and recommendations to provide to NJCDD.</p>
<p style="font-weight: 400;">The purpose was to collaboratively address and find solutions for the barriers preventing access to necessary services. Reflecting on this strategic initiative, the Summit not only fostered a deeper understanding of existing challenges but also paved the way for substantial improvements in how services are delivered to this underserved segment of our community. The insights and recommendations from the Summit have been meticulously documented in this comprehensive report, aimed at ensuring Black NJ residents have access to the full range of disability-related supports and services available throughout the state.</p>

			<p>Regularly review user demographics watching for trends and anomalies. The practice of diversity should be a constant goal that is never considered achieved. Diversity touches all aspects of an organization. The staff should be reflective of the community they serve. Your office should be in a location easily accessible by public transit. Virtual options for service should be available. User forms should have a place for chosen names to allow transgender individuals to access services without having to constantly &ldquo;out themselves&rdquo; or be &ldquo;deadnamed&rdquo;. Outreach materials should be created with this goal as well. If an in-office visit is required any waiting area should have materials for children as childcare is far from affordable for a large segment of the population. Representation matters, consider this in any picture models for literature.</p>

Eg- A rural county with a high percentage of people in poverty might need a disproportionate amount of the budget to ensure things like transportation to the office or virtual meetings are in place. 			<p>&#9679; Having materials available in languages that are reflective of your area population is helpful, however to be linguistically competent bilingual staff should be utilized whenever possible. At a minimum, all materials given to users should also be reviewed by bilingual staff to ensure there are no phrases within the document that may cause confusion to an English language learner. If a bilingual staff member is not available qualified translators should be utilized to minimize any confusion.<br>
